At Monday's DAC meeting the former Arigato restaurant will be discussed. New owners want to convert it to a used car display yard.

PetSmart to open Oct. 22
I've been stopping by to check on the status of the new PetSmart opening day and saw the sign that they will open on Monday, October 22 -- PetSmart web site indicates Grand Opening will be Oct. 27. As you may know, PetSmart has taken a portion of the former Ralphs Grocery store site at 6348 Foothill - next to Do-It Center. The remaining portion will be leased to another tenant, not yet known. The STNC's Design Advisory Committee worked with PetSmart who presented their original plans and modified plans to the community in separate meetings. The STNC/DAC and neighbors also attended the public hearing for the variance request. The community involvement to assist the City and PetSmart with their plans has been great and we look forward to another great business neighbor in Sunland-Tujunga.
DAC at Verdugo Hills Golf Course
The recent DAC meeting held at the Verdugo Hills Golf Course saw a great turnout of local Sunland-Tujunga neighbors. Their voices loud and clear to save the site from development. This was a great setting for the meeting.
Thank you to the owners and staff for making this possible. Thank you to Bonner's Equipment Rentals for delivering chairs and tables.
Pancake Breakfast Success
Big Thank You to Coffee Stop for the use of their parking lot to hold the Oct. 14 Pancake Breakfast hosted by STNC Region 4 representatives Mark Seigel and Dan McManus. A great time was had by all. Great conversation, great food and great weather!Thank you to Phil Tabbi, S-T Chamber President for the loan of the grill. Thank you to all for stopping by to enjoy a great breakfast! Let's plan to do it again soon!

Over the course of my career in City and County government, I have worked with many of you to exert careful oversight over development projects, as well as pass local ordinances and initiatives to protect the quality of life of our neighborhoods. I know that these issues continue to be of fundamental importance to you, and that is why I am writing at this time.
Several years ago, the State legislature passed a law, SB 1818, which expanded the requirement for local governments to provide density bonuses for housing projects that included a modicum of affordable housing units. Each local jurisdiction was required to enact a local ordinance implementing this law and the City of Los Angeles is in the process of developing and approving their SB 1818 implementation ordinance at this time. The ordinance is likely to come before the City Council in the next several weeks.
Below is a link to a letter that I recently sent to the Mayor and each member of the City Council outlining my concerns about the City’s draft ordinance. In the letter, I proposed modifications that keep faith with SB 1818 while also protecting the City’s neighborhoods. I am asking you to consider the information in my letter, evaluate the issues carefully as they relate to your neighborhood, and provide constructive input to your elected City representatives in the days ahead.

Safety First at Foothill Commerce Town Center
We are happy to see that our Foothill Commerce Town Center development is in full swing! Be sure to look at the corner of Commerce Avenue and Foothill Blvd. Heavy equipment excavation and a lot of construction activity is going on as you pass by. It is terrific to see this anxiously awaited construction taking place for our future Foothill Commerce Town Center!
Notice... a first in our community....a Public and Worker "Safety" Sign! This is great to see and very much appreciated! You will also probably notice that several construction trucks are passing through town as well. They are doing so in accordance with the project's "approved haul route".
A big thank you to the developer. It is nice to see a developer in our community who is "following the rules of our Foothill Blvd. Corridor Specific Plan" and being respectful and considerate of our community during their construction activity, including signage, flagmen and enforcing safety precautions.
It is truly refreshing to work with a developer who is trustworthy and who listens and cares about our community. We can now watch the progress that the neighborhood council -- our community members, the developer and Wendy Greuel and staff worked so deligently to bring to where we are today. Here's to looking forward to a great center that we believe is going to enhance and bring much joy to our community.

Our community members and supporters made history on Wednesday! Our VOICE was heard by City Council, who voted 12-1 to uphold the PLUM committee recommendation. They declared the proposed Home Depot in Sunland-Tujunga a "Project." Councilmember Wendy Greuel says, the City Council is sending a message to them as well as all businesses in Los Angeles that "they must follow the rules." We are proud of the members of the City Council who voted to uphold the recommendation of the Zoning Administrator and PLUM committee after weighing all of the evidence.
The "Project" determination means our community will now be involved in every step of Home Depot's process. Our Specific Plan is the guiding ordinance for improvement to our only commercial corridor and is unique to Sunland-Tujunga. All impacts of this "Project" on our community must now be considered.
The Sunland-Tujunga Neighborhood Council (STNC) is committed to continually improve the quality of life in our community. This historic vote by the City Council further solidifies that a united community VOICE makes a difference. We will continue to move forward with our efforts to insure the laws of our City are followed.
This issue has received a great deal of media coverage and will probably continue over the next few days. Thank you to Councilmember Wendy Greuel for her fire and dedication regarding this issue on behalf of our community. City Council Asserts Jurisdiction
As most of you have probably heard by now, the Los Angeles City Council voted 12-0 to assert jurisdiction over the Home Depot project in Sunland-Tujunga. This historic motion granted Councilmember Wendy Greuel's request to invoke City Charter Section 245.
Our community now has the opportunity to participate in the public hearing that will determine if the work proposed is indeed a "project" in accordance with our Foothill Blvd. Corridor Specific Plan.
The PLUM hearing will be next Tuesday, August 7 at 2:00 p.m. The STNC has arranged for bus transportation to the hearing. The bus will leave promptly at 12:30 p.m. from North Valley City Hall, 7747 Foothill Blvd., Tujunga. Everyone is welcome, call the STNC office at 818-951-7411 and leave contact info to reserve a seat -- space is limited.
We encourage you to participate and continue to support the efforts to have our laws followed. Tuesday's hearing gave us renewed hope that we do have a VOICE and that we have the ability to improve the quality of life in our community.

The Hearing on July 19
At the Thursday, July 19th, North Valley Area Planning Commission hearing the room at Mt. Gleason Middle School was full with overflow out in the lunch area, the parking was full and the hearing lasted for over 7 hours.
As you may have heard on the news, the commission voted in a 3-2 vote to grant Home Depot their appeal. This vote is in direct opposition to recommendations and evidence that it be declared a "Project" by Councilmember Wendy Greuel, the City Planning Department, Planning Director Gail Goldberg, the Department of Building and Safety, the No2Home Depot Campaign and your Sunland-Tujunga Neighborhood Council. They did not hear our VOICE.
Dr. John Lett, Sr., the commissioner who made the motion to grant Home Depot their appeal was seconded by Merlita Evans Fortson. Richard Leyner also voted yes. Richard Corona and Victor Sampson voted to oppose the motion. The City Attorney asked commissioner Lett to identify his findings, but he was unable to state a clearly worded motion, laying the task of the commission's findings on the staff. The staff had recommended denial of the appeal so this made it very awkward for them. Commissioner Fortson said, after-the-fact "that it is a Project".
At 11 a.m. on Friday, our Councilmember Wendy Greuel gave an interview on Channel 4. She will assert jurisdiction under Charter Section 245 before the City Council which could reverse the decision of the North Valley Area Planning Commission.
The community of Sunland-Tujunga is united on this issue that Home Depot must obey the laws of the City of Los Angeles just like everyone else. We remain steadfast in our commitment to the Sunland-Tujunga community and our Councilmember Wendy Greuel.

When the hearing was held on June 7th, it had to be continued due to overcrowding at the Van Nuys location. It has now been scheduled for this coming Thursday, July 19 at Mt. Gleason Middle School, 10965 Mt. Gleason Avenue, Sunland.
This is the opportunity for you to weigh in on this very important issue in our community. It is not often that a City Commission meets so close to home. Because a large turnout is expected, we suggest you arrive early to park, sign in and find a seat.

NCRC Public Workshop in the North Valley -Big Turnout Expected
The Neighborhood Council Review Commission will meet this coming Tuesday, July 17 at 6 p.m. I hope you can plan to attend.
The stakeholder definition is just one of many recommendations for neighborhood councils. Who is a Neighborhood Council Stakeholder?
NCRC draft recommedation: "Plan to be amended to state that stakeholder status in neighborhood councils shall be open by self-affirmation to those who live, work, or own property in the Neighborhood and also to those who declare a stake in the neighborhood and the basis for it."
Should neighborhood council elections be organized as they currently are or is there another way?
NCRC draft recommendation: "Elections shall be held on a regional or citywide basis, with individual Neighborhood Council elections grouped by region on the same day or within the same week. Each Neighborhood Council election would still be a stand-alone event based on its own bylaws. The City Clerk shall guide the 3-4 month election process from candidate verification through training sessions, candidate forums and debates, and community outreach up until Election Day."
All recommedations are preliminary. Once the workshop hearings are completed, the commission will meet again to finalize before presenting to the City Council.

The stakeholder definition is just one of many recommendations for neighborhood councils. Who is a Neighborhood Council Stakeholder?
NCRC draft recommedation: "Plan to be amended to state that stakeholder status in neighborhood councils shall be open by self-affirmation to those who live, work, or own property in the Neighborhood and also to those who declare a stake in the neighborhood and the basis for it."
Should neighborhood council elections be organized as they currently are or is there another way?
NCRC draft recommendation: "Elections shall be held on a regional or citywide basis, with individual Neighborhood Council elections grouped by region on the same day or within the same week. Each Neighborhood Council election would still be a stand-alone event based on its own bylaws. The City Clerk shall guide the 3-4 month election process from candidate verification through training sessions, candidate forums and debates, and community outreach up until Election Day."
All recommedations are preliminary. Once the workshop hearings are completed, the commission will meet again to finalize before presenting to the City Council.

LA Now Eligible for Preservation Grants

City of Los Angeles Department of City Planning Office of Historic Resources announced that the State Office of Historic Preservation and the National Park Service officially approved the City of Los Angeles' application to become a "Certified Local Government" (CLG) for historic preservation under the National Historic Preservation Act. This makes Los Angeles, for the first time ever, eligible to obtain state and federal historic preservation grants.
Now that Los Angeles is a CLG, the grants can provide significant support for local historic preservation activities, such as preservation plans, historic resources surveys and preservation education and outreach programs. GLG’s also receive valuable technical assistance from the State Office of Historic Preservation and are given formal authority to review and comment on nominations of sites to the National Register of Historic Places.
"This will only benefit properties in Los Angeles neighborhoods if neighborhood leadership becomes actively engaged" said Mary Benson, a historical preservation advocate, Vice President of Sun Valley Area Neighborhood Council and Treasurer of the Foothill Trails District Neighborhood Council. Benson attended the State's April meeting in Los Angeles and said. "Many Neighborhood sites pre-exist their annexation to the City, sometimes by decades. If we want properties to be preserved, now is the time to bring our nominations to the attention of the Commission."

The Mills Act program allows historic property owners to enter into a contract with the City of Los Angeles agreeing to restore, maintain and protect their property in exchange for a potentially significant reduction in property taxes. Qualifying properties include locally designated Historic Cultural Monuments and Contributing Properties in Historic Preservation Overlay Zones (HPOZs). Created in 2006, the Office of Historic Resources and the addition of specific qualifications for its Cultural Heritage Commission, Los Angeles was finally eligible to apply for Certified Local Government recognition.
LA's Cultural Heritage Commission- is working in close partnership with the Office of Historic Resource is the City's Cultural Heritage Commission (CHC). The CHC is a five member commission that considers nominations of sites as City Historic-Cultural Monuments (designated City Landmarks) and reviews proposed project work affecting existing Monuments. The Commission also makes appointments to each HPOZ Board and certifies the Historic Resources Survey for each new HPOZ.

The Real Story ...
How the Proposed Home Depot in Sunland-Tujunga Affects Everyone and why our community says "No Home Depot in Sunland-Tujunga".
The Community Plan and the Foothill Blvd. Corridor Specific Plan are the City Ordinances that regulate development on Foothill Boulevard in Sunland-Tujunga. The Zoning Administrator, in the public hearing held on January 19, 2007 determined that this Home Depot project must be subject to the regulations of these plans, which include environmental assessment and design standards.
The change of use from K-Mart to a Home Depot is a “project” and requires the full review that the City requires. Home Depot has attempted to skirt this requirement of a full “project permit compliance” review. It is common sense that the magnitude of building improvements a Home Depot requires, as well as the change of use impacts that a home improvement store requires are totally different from the existing K-Mart store --- a general merchandise/variety store. Mom with her three children and a shopping cart compared to forklifts of lumber and cement blocks are just NOT the same. The Sunland-Tujunga community demands the City adhere to its laws.

IMPACT ON TRAFFIC & SAFETY
Traffic Congestion at freeway on and off-ramps and changes to Traffic Patterns will be a burden shared by all of our local communities, not just Sunland/Tujunga, but Shadow Hills, Kagel Canyon and La Tuna Canyon, North Glendale, La Crescenta and La Canada/Flintridge.
Traffic Patterns on Foothill Blvd. (including Sunland Blvd.) will include 18-20 Diesel Truck Deliveries per day with the proposed Home Depot.
Traffic Patterns with the proposed Home Depot (opening at 6AM) will create Heavy Weekday-Morning Contractor Traffic which will disrupt morning commutes and create a potential hazard to schoolchildren (The proposed Home Depot Site is 1 block from Apperson Elementary School).
Traffic Congestion at freeway on and off-ramps will add to early morning commutes.
New traffic patterns and congestion may result in Increased Response Times for Fire, Paramedics, and Police.
IMPACT ON SMALL BUSINESS
Small business closures will result in increased blight across all of our Foothill communities.
Dollars spent at a Home Depot vs. smaller retailers and local businesses will not go back into our local economy and take money out of the community.
INCREASED AIR AND NOISE POLUTION
Early morning diesel truck deliveries, contractor traffic and equipment operation on the site related to loading and unloading will result in significantly increased air and noise pollution which will lower the quality of life throughout Sunland-Tujunga and surrounding communities and additionally, will have a negative impact on property values.
UNFULFILLED NEED FOR A GENERAL MERCHANDISE STORE
The community as a whole has given overwhelming support for a general merchandise store. Our community would be better served by a general merchandise store than a big box hardware store which does not meet the needs of the residents or fit into the infrastructure of the area. With a Home Depot, there will be a continued need to travel to Burbank, Glendale, Pasadena, or other areas to shop for much needed general merchandise.
The STNC has arranged for round-trip bus service from North Valley Neighborhood City Hall, 7747 Foothill Blvd., Tujunga on Thursday, June 7. Meet at 3 p.m.
Home Depot has filed an appeal to the Zoning Administrator's Determination to revoke Home Depot's tenant improvement permits at 8040 Foothill Blvd. (former K-Mart store). The appeal will be heard before the North Valley Area Planning Commission. ALL INTERESTED PARTIES ARE ENCOURAGED TO ATTEND and PARTICIPATE in this very important issue in our community:

Hillside Development & Cumulative Impacts

Sunland-Tujunga is not the only community concerned with this issue.
CUMULATIVE IMPACTS, CEQA and the CITY OF LOS ANGELES
The impacts of hillside development are a concern for many areas of our city and all stakeholders are invited to attend!
This community forum will discuss the issues, laws, and community concerns related to the cumulative impacts of hillside development, piecemeal development and related topics. This discussion will examine the laws, and the ways in which the City of Los Angeles addresses these impacts currently, as well as suggestions for changes that will make processes and hillside protections better and more in keeping with California Environmental Quality Act guidelines.
Councilmember Huizar has a motion on cumulative impacts which will be coming back to the City Council Planning & Land Use Management committee on June 19 which instructs the following:
* Move the Planning Department report back with recommendations for quantitative thresholds for determining whether a Mitigated Negative Declaration or a full Environmental Impact Report is required.
* Move that City Planning and Building & Safety report back on the feasibility and implementation for a specialized environmental unit which could service both departments.
* Move that determinations of “no impact” be documented to explain how this determination was made on environmental forms for projects within hillside areas.
* Move that relevant departments initiate and implement necessary changes or upgrades to equipment and technology that will allow GIS, ZIMAS or another technology to track and map related development.
* Move that the City Attorney report back on requiring developers to disclose on application forms any development on parcels in a 2,000 foot radius with which they, or those related to them, have a financial interest, or on which they have permits or an application pending.
* Move that City Planning add an electronic subscription notice to the Early Notification System to allow members of the public to subscribe and receive electronic notices of MNDs and EIRs as well as receive electronic notice of entitlement applications.
* Move that City Planning require notification of MNDs and EIRs be posted in a publicly visible location on the subject property and that notices be mailed to adjacent parcels.
* Move that Building & Safety, City Planning and City Attorney report back on implementation of requiring a public hearing for all haul routes related to hillside development, and on the feasibility of limiting the number of project sites that can be active in an area at the same time.
* Move that City Planning report back on re-evaluating the criteria of ministerial actions in hillside areas.
Hillside development affects communities throughout Los Angeles, so tell your friends and neighbors about the forum and attend ready to learn and provide input on this important citywide issue.

Mansionization Update - More Public Awareness
On Thursday, I attended the City Planning commission workshop for about an hour. It can be difficult for us volunteer neighborhood council leaders to get to public hearings in the middle of the work day but your Sunland-Tujunga Neighborhood Council board and committee members are committed to serving our community and often in attendance along with some very dedicated members of our community.
The most emphatic statement I want to share with you came from the president of the City Planning Commission, Ms. Usher. After all the comments were heard, she reviewed a list of other communities that have limits on the size of homes/structures that can be built. None of the methods in other Southern California communities are even close to how the L.A. City Planning Dept. has drafted their proposal. She said, "There's something in the planning department that is going in a liberal direction that isn't going to save our neighborhoods." Other commissioners agreed, this has been a "disorganized process and not the right guidance....each neighborhood has specific needs ..... there need to be solutions for each ... communication and enforcement in advance and....more public awareness."
Three commissioners are to get together on Friday and go over all the comments and get the staff in a better direction.
For now, it appears this is all back to the drawing board for the City Planning Dept. staff.

Tujunga Canyon Blvd. Traffic Assessment
Today I received a copy of the the report from the Department of Transportation (DOT) regarding the need for a comprehensive assessment of current traffic conditions and the projected impacts of approved and pending projects to the area of Tujunga Canyon Blvd. (south of Foothill Blvd), Honolulu Avenue (between Tujunga Cyn Blvd and Lowell Ave) and La Tuna Canyon Road (between Tujunga Cyn and the Foothill Freeway). Last Fall the DAC/STNC recommended this study to Wendy Greuel and she supported the STNC immediately by presenting a motion at City Council (CF-06-2413) which then went on to the Transportation Committee. In the report, Gloria Jeff, DOT's General Manager recommends the following: 1. DOT and Department of City Planning (DCP) to conduct a comprehensive transportation-land use study of the Tujunga Canyon Blvd. area of Sunland Tujunga area in order to initiate a transportation specific plan. 2. DOT and DCP to report back to City Council with a report on the steps, funding and staff resources necessary to implement a transportation specific plan that includes a comprehensive transportation-land use study. 3. DCP to report back on the options available to the City to control development in the aforementioned area while the transportation specific plan is being developed, such as an Interim Control Ordinance. Thank you to Wendy Greuel and staff for moving this forward. We look forward to working with the DOT and DCP in the future. A copy of the report is available on the STNC web site.
LPR Press Conference Announcement
LPR Press Conference - A press conference to announce the activation of the License Plate Reader (LPR) Police Vehicles in North Hollywood and Foothill Area will be held at Fernangeles Park located on Laurel Cyn just south of the I-5 freeway on March 15, 2007 at 2:00 pm. Captain Joseph Curreri from Foothill and Captain Michael Williams from North Hollywood will attend. The neighborhood councils will be recognized for purchasing the LPR's.
S-T Community Plan Update
S-T's Community Plan - At the last Design Advisory Committee meeting held Monday, March 5, 2007, Anita Cerna from City Planning and Dale Thrush from Council District 2 held a discussion on how the City works with a community to update its Community Plan. Currently the City Planning Department is in the process of updating several Community Plans throughout the City. Sunland-Tujunga is expected to be included in the next round of updates. With Los Angeles in the top three cell phone usage markets and with more than 200 million wireless subscribers nationwide, the call to recycle old and discarded wireless cell phones is important to keep the environment free of wireless waste.
The 'Wipe Out Wireless Waste' campaign will also distribute free postage paid mailing envelopes at the event. The net proceeds from every cell phone recycled during this campaign will be donated to the City of Los Angeles for community improvement and beautification efforts to Keep Los Angeles Beautiful.

The STNC is a very active neighborhood council and continues to be a strong example of participatory representation in the City of Los Angeles.
This year the STNC has worked in partnership with DONE (Department of Neighborhood Empowerment) staff, our IEA (Independent Election Administrator), STNC staff (Ed Rock), Outreach committee and our dedicated volunteers on the STNC's Election Committee.
The STNC has done an extensive amount of outreach for this year's election. I do not think anyone should discount the volunteer time they have given to this task. The committee started out early in the process holding their first official meeting on Sept. 20, 2006 at NVCH (North Valley City Hall) and met several times to examine the requirements for elections mandated by the City and coordinate with DONE on details including the Elections Procedures Guidelines and Timeline requirements. The first mailing was sent on schedule, the week of January 15, 2007, to 16,524 addresses in Sunland-Tujunga. Election Committee meetings were noticed and volunteers actively participated in planning and moving the paperwork and logistics forward. Candidate Information Forums were held twice. The first was lightly attended but the second saw most all candidates and even some new community stakeholders coming out just to see what it was all about.
The scheduling of outreach events, printing and ads has gone as planned. Requests were made with persons who have contact at The Foothills Paper (Linda Brand, STNC's treasurer) and the North Valley Reporter (Nina Royal, STNC's Vice Chair) asking for ad copy deadline and pricing. The committee firmed up a general budget for the cost of ads. Ads were to be placed prior to the candidate filing deadline and after to remind stakeholders to vote. STNC Calendar updates have been in The Foothills Paper and North Valley Reporter. Note: As a standard practice, the STNC office (Ed Rock) also sends an updated calendar to various media outlets so they can keep their calendars up to date with our meetings. Our calendar changes at least every week so the STNC office has something to the media at least weekly.
The City (coordinated with Amelia Herrera-Robles, DONE Representative) handled the printing of the 4-page flyer. It was approved by our IEA, printed and mailed via Academy Mailing in Sun Valley. 16,524 pieces were mailed presorted first class mail. Within 2-3 days of mailing I received my copy in the mail at home and at my office. The STNC office also started to receive calls. Extra copies of the mailer were also available at our Councilmember Wendy Greuel's office, other locations in the community and distributed at various community events
18 stakeholders signed up to become a candidate. One withdrew and one we were unable to verify. The STNC has new names running for board seats.

Safety Concerns at 8040 Foothill
Extreme safety problems at the site of the proposed Home Depot warehouse have prompted yet another request for an immediate independent investigation. The STNC and community at large continue to find more issues that should halt the work so the full environmental review can begin. The long term impacts are far too great.
Angeles Golf Club - Tujunga Wash Area
Angeles Golf Club: 9401 Foothill. The STNC/DAC has recommended that Councilmember Wendy Greuel look into the recent excavation, grading and digging of any sort and that notification to surrounding neighbors be required. Recent work in and around the golf course is a big question for many stakeholders. Discussion about this and other concerns will take place at the DAC meeting on Monday, Feb. 12 to include: 1) Report on Trails meeting held 2/8/07; 2) Neighbor safety concerns; 3) Fish & Game letter; 4) Dedication of 280 acres to Santa Monica Mountains Conservancy; 5) Recent construction work for restroom and San Fernando Valley Spine Flower; 6) Approve letter to City Zoning Department & Councilmember Greuel. Foothill Trails District Neighborhood Council stakeholders are invited.
120+ Neighbors Attend STNC's Feb. 7 meeting
The February 7th STNC meeting saw over 120 neighbors in attendance. It was another great opportunity to meet more great people in Sunland-Tujunga and to hear about the wonderful things they do for our community. Great teachers at Mt. Gleason received recognition including: Mark Fackler, science; Robert Thurman, 8th grade science; Shannon McCord, science; Gary Ireland, astronomy; Michael Shone, Summer Academy & Egyptian Barter Day; Michael Janson, 6th grade math & science. Mr. Thurman gave a short presentation on the Habitat H20 program which will lead students to a hands-on science trip to Florida in June. Mission College president, Ernest Moreno stopped by to give updates on the turnaround at Mission College. Did you know that for $20 a unit you can take classes to earn your degree? Mission College would like to establish an educational center in Sunland-Tujunga, as a satellite location. Youth for Positive Change, Anthony Ortiz Luise spoke about their non-profit organization located at Verdugo Hills High School. It is an intervention program that finds alternative ways to help teens instead of suspending them from school. This program has reduced the rate of suspension and is helping kids in our community. Councilmember Wendy Greuel stopped by to give us some recent updates regarding the proposed Home Depot, Commerce Avenue lighting and street improvements and more. She stayed to answer many questions from our neighbors and STNC board regarding several quality of life issues. The STNC will have a report available on our web site www.stnc.org in a few days with Wendy's comments. We appreciate the time Wendy and her staff give to us -- especially staying late to answer our questions.

As part of the City's ongoing efforts to attract and retain businesses and improve the business climate, they passed tax reform measures in 2004 totaling over $92 million in business tax relief.
Starting January 1, 2007, most businesses will receive a 4% rate reduction, and the small business exemption was raised from $50,000 to $100,000 in gross receipts.
To take advantage of these tax breaks, businesses must file with the Office of Finance by February 28, 2007!

Wendy Presents Motion to Toughen Mansionization Ordinance
Wendy Greuel will hold a press conference on Monday, January 29, 2007 at 10 a.m. regarding the motion she presented before City Council this past week directing the Department of Building and Safety and the City Attorney to report to the Planning and Land Use Committee (PLUM) within 30-days regarding attic space being including in the floor area calculation for properties subject to the mansionization ordinance and strengthening the City's ability to prosecute applicants who knowingly file false applications for building or grading permits.

What is the purpose of neighborhood councils?
Neighborhood councils are intended to do two things: 1) promote more public participation in government; and 2) make government more responsive to local needs.
Why do I need a neighborhood council?
In a city as large as Los Angeles, many people felt their voices weren’t being heard at City Hall. Neighborhood Councils were created as a way to improve that. They are intended to provide a forum for raising local issues, as well as providing a way to comment on city-wide matters.

What is the purpose of neighborhood councils?
Neighborhood councils are intended to do two things: 1) promote more public participation in government; and 2) make government more responsive to local needs.
Why do I need a neighborhood council?
In a city as large as Los Angeles, many people felt their voices weren’t being heard at City Hall. Neighborhood Councils were created as a way to improve that. They are intended to provide a forum for raising local issues, as well as providing a way to comment on city-wide matters.

Meeting Recap - Jan. 10, 2007
At the January STNC meeting we saw 157 neighbors in attendance. Lydia Grant, STNC District 4, gave a presentation to outstanding teachers in the Sunland-Tujunga schools. The students from Sunland Runners Club showed up in force to honor and applaud their teachers which included: Bobbie Peterson and Kelly Garnett of the Victory Club (Volunteers in Community to Represent Youth), which raises money from recycling aluminum cans for several charities. Charities include the Ronald McDonald Club, L.A. Mission, UNICEF, the Troops in Iraq, senior citizen groups, and Special Olympics. The community can help support the students' upcoming trainings for the L.A. Marathon in March with by purchasing water and Gatorade for the kids. The other awards were: parent Tony Radice, Teacher Assistant Michael Ritchie, parent Andy Aranda, and teachers Jennifer Mazanet, Jeremy Hules and Craig Moss. Moss spoke about SRLA, which is helping get the kids involved in fitness. They will be participating in a running event at the Rose Bowl in January and hope to win the top prize, as they have in previous years.

As we start the new year in the San Fernando Valley, there is an event coming up that I think everyone should know about and attend...
The San Fernando Valley Jaycees is hosting their annual community engagement expo, "Involvement 2007." This is an event where all the community serving non-profits in the Valley are invited to come and show what they do and the general public (you) is invited to come find out ways you can get involved at helping other and the community. With over 150 Non-Profits in the Valley, there is something for everyone: youth services, education, animal welfare, environmental activities, poverty assistance, senior services - and everything in between!
Now, you may be fully engaged with the community already, but please bring your neighbors, co-workers, family, and anyone that may not realize how easy it is to get involved and give back. Perhaps you know a student looking to learn about a field or get experience as an intern - bring them along, too! The community groups present will have ways to get involved as a volunteer, supporter, and even board member. (Also, this is a great opportunity for you to network with other community-minded people and organizations to further the development of a strong community here in the Valley.)

LOS ANGELES (January 19, 2007) - Neighborhood Council leaders recently unanimously elected two of their colleagues to sit on the City of Los Angeles Keep Los Angeles Beautiful Advisory Board, Board of Public Works President Cynthia Ruiz, announced. Suzanne Simmons of the Park Mesa Heights Community Council and Candido Marez of the Van Nuys Neighborhood Council will represent the City‚s Neighborhood Council‚s on the board. A group of 15 board advisors, chaired by the Public Works Board President, will steer City projects in the annual Keep American Beautiful campaign: The Great American Clean up, March 1 to May 31.
Under the umbrella of Keep American Beautiful, our program Keep Los Angeles Beautiful project will focus on picking up trash, recycling, painting out graffiti and planting trees,‰ said Ruiz. "We will launch the campaign with a kick off of the Great American Clean up on Saturday, March 3, at Los Angeles City hall." Mayor Antonio Villaraigosa, elected City officials, a White House representative and the national director of Keep American Beautiful will participate.
Projects that day will take place in downtown Los Angeles and at Echo Park Lake and include picking up litter, planting trees and flowers at fire stations, schools, and homeless shelters, and painting out graffiti at various locations.
Keep America Beautiful is a national non-profit organization founded in 1953 with more than 550 affiliates nationwide. Its mission is to engage individuals to take greater responsibility for litter prevention, waste reduction, and beautification to improve communities and environments. The annual Great American Clean Up is in its 22nd year nationwide with an estimated 2.5 million volunteers and some 30,000 events in 15,000 communities.
The Public Works Department is the third largest municipal agency in the City. With more than 5,700 employees and an annual budget of more than $1 billion, DPW is responsible for construction, renovation and operation of public facilities and infrastructure. STNC 2006 - A Year in Review
The STNC 2006 board hit the ground running with a special meeting held on December 29, 2005 to present a list of streets in our community needing desperate repair. Status on these repairs are pending. We hope the City will be able to return with another program of its kind in the future.
Monthly STNC board meetings started off great with our first meeting hitting an all time high of 190 in attendance. Since then we've averaged about 100 per board meeting. Year-after-year our neighborhood council participation continues to increase in Sunland-Tujunga. Our dedicated community, board, outreach efforts, structure and volunteers who help pull our meetings together make the difference.
Thank you to stakeholder Elsa Waters for conducting two leadership training sessions for the STNC board. Out of those sessions came many ideas for working together as a board and improving the STNC including opportunities for participating and supporting all community events, intelligent discussions before taking a vote and participation by more stakeholders in the issues that effect them.
The board took a bold position asking that a proposed development at 11130-60 Oro Vista receive a full Environmental Impact Report (EIR) instead of a Mitigated Negative Declaration (MND) due to the sensitivity of this land and rare protected habitat. After almost a year, the City will now hold a reconsideration hearing on January 9th, 2007 for the MND already issued.
The STNC continued with its emphasis on keeping neighbors informed with our monthly postcard mailing and e-mail notices. The Foothills Paper offered space to the STNC where I have submitted bi-monthly articles and updates on neighborhood and citywide issues. I have continued with these updates on the STNC web site and the new North Valley Reporter. Just this month, the newly designed STNC web site will be unveiled in an effort to make the site more easy to navigate and user-friendly. Check it out in January at www.stnc.org . New features include a documents library, extended calendar of STNC events, links to resources and other information.
Since 2004, when we first heard that our long standing K-Mart store would be closing, the STNC has taken a lead role in keeping the community informed and involved in the future of this site. The STNC 2006 board has continued to support the community, businesses, No2Home Depot Campaign and Councilmember Wendy Greuel in opposing a Home Depot in Sunland. This site was part of the bankruptcy proceeding where Home Depot Corporation acquired 24 K-Mart stores throughout the country. This year the STNC sought and won support of neighboring neighborhood councils to join in our opposition. Just this past week both myself and Victor Castro spoke before the City Council regarding the "piecemealing" of the tenant improvement permits that have been issued to Home Depot. Piecemealing is not acceptable and must be halted immediately. Since our appearance at City Council, Councilmember Wendy Greuel has sent a copy of STNC's letter to the Dept. of Building and Safety hoping that "the totality of the issues raised will be sufficient to revoke all permits issued". In addition, Councilmember Greuel is in direct communication with Gail Goldberg, City Planning Director on this issue. A public hearing is scheduled for January 19th to hear the appeal filed by the No2 Home Depot Campaign.
The Design Advisory Committee (DAC) committee experienced a change in leadership this year with Victor Castro appointed as DAC Chairman. New stakeholder volunteers, Vic Aghakhanian and Saro Minassian have also been appointed to this committee. Outreach has expanded to include contact with neighbors surrounding proposed developments, STNC representation at various public hearings, working with our City Planning representative, presenters and Councilmember Wendy Greuel's staff. DAC meetings are held twice a month. Attendance at our DAC (land use) meetings has increased 71%* over 2005.
Deadly traffic accidents, erratic drivers and traffic congestion are major concerns to Sunland-Tujunga residents and business owners. The STNC has heard from LAPD, LAPD Valley Traffic and Dept. of Transportation (DOT) reps this year to learn more about the City's process and what can be done to help us. Although not a part of STNC recommendation, speed humps and bumps were installed on various side streets in an effort to slow people down. The STNC's Safety Committee worked with neighbors on Summitrose and adjacent streets to install a stop sign at McClemont and Summitrose by hosting meetings for the neighbors. Pending, proposed and in progress developments along Tujunga Canyon Blvd. prompted the DAC/STNC to request a traffic impact study be done for this major artery in and out of our community. This item is currently in review by the DOT and will come before the City's Transportation Committee in a few weeks.
The Bylaws committee has submitted STNC Bylaws Tier 1 changes to the Department of Neighborhood Empowerment (DONE) for approval. The committee is now in the process of researching changes to the STNC committee and board structure. Work on this committee continues and you are welcome to participate. The Bylaws Committee has also drafted a set of Standing Rules including a Code of Civility. STNC formed an Audit Committee to review and make recommendations to the recently released City Controller's audit of DONE.
The STNC joined with Sun Valley Area, Foothill Trails District and Pacoima Neighborhood Councils to share in the cost of a License Plate Recovery System for the LAPD Foothill Division. Several other neighborhood councils have picked up on this effort with the LAPD throughout the City as well. This combined effort helps our community and gives us the opportunity to work together on common issues.
STNC participated in the selection of a representative to the City's 912 Commission by voting one of our own stakeholders to go on to the North Valley Planning area selection process. I now serve with 28 other commissioners throughout the City to review the neighborhood council system as required by the City Charter. Public hearings are being held throughout the city, surveys are being taken and a report is due to the City Council by end of summer 2007. On a related note, Mark Seigel, Scouting rep became DONE certified as an Independent Election Administrator (IEA) working with NCs throughout the city on their board elections.
The STNC participated in the Mayor's Day of Service by working with the Mayor's office and Council District 2 on details for clean-ups around Sunland-Tujunga some of which included Commerce Avenue, Foothill/Commerce and painting of the Tujunga and Sunland post office walls.
STNC board members have been active in the community. Lightpole banners will soon be installed on Foothill Blvd. thanks to the efforts of the Outreach Committee with Dan McManus, District 4 rep/Outreach Committee Chairman. District reps David Cain and Janet Linsalato have met with neighbors about concerns in their neighborhoods with trash and development, attended public hearings and have participated in events promoting the spirit and history of our community. Business representative Saro Minassian has helped local businesses with their issues directing them to the right department and getting striping for parking installed. Richard Stewart, Inter Faith representative has recognized the good in our community with Community Service Awards to local churches for their work with homeless issues and our youth.

Monthly STNC board meetings started off great with our first meeting hitting an all time high of 190 in attendance. Since then we've averaged about 100 per board meeting. Year-after-year our neighborhood council participation continues to increase in Sunland-Tujunga. Our dedicated community, board, outreach efforts, structure and volunteers who help pull our meetings together make the difference.
