Dear Neighbors, This is notice of an upcoming Community Forum to be held in Pacoima. This takes place the same night as the monthly STNC meeting. We hope neighbors can attend the Pacoima or one of the other forums. This forum will be held in collaboration with various City Departments for a discussion about investments made in the City. Find out why the Consolidated Plan is so critical to our community and how it improves your neighborhood through funding such things as affordable housing, human services and street improvements. When I participated in the Consolidated Plan meetings early this year we emphatically asked that funding be included to repair Oro Vista. To my knowledge, our request was not included. LAPD Foothill Station Ribbon Cutting

Your STNC Board members Mark Seigel, Cindy Cleghorn, Nina Royal and Lydia Grant at the new police lockers recently installed at Foothill Station. The STNC voted $1,500 in shared cost with our neighbor Neighborhood Councils for the cost of the lockers. These lockers will provide a place for the officers' equipment and make their jobs more efficient. Also in the photo is Captain Malinowski and Captain Rodriguez. The gang trailer was also recently remodeled and we had an opportunity to tour the new set up and see the operation.

Zoning Code Advisory Committee Opportunity for Community Stakeholders

Join us in creating livable communities, encouraging sustainable development, and fostering economic vitality. The City of Los Angeles is embarking on re:code LA, the first comprehensive revision of its Zoning Code in 67 years. Modernizing and streamlining the antiquated Code is a key component of the City’s Development Reform Strategic Plan and is one of the Department of City Planning’s (DCP) priority projects. DCP is seeking applications from local leaders and stakeholders to participate in a Zoning Advisory Committee (ZAC), a policy-oriented body formed specifically to advise DCP on the code rewrite on this critical multi-year effort. The ZAC will be composed of individuals representing a variety of stakeholder interests. Extra selection consideration will be given to applicants representing more than one stakeholder group. Individuals seeking to represent groups or organizations will need to submit a letter of support, on letterhead, for each listed. Each group or organization may choose to support multiple individuals, but will need to do so in writing. Stakeholder representation may include the following groups: • Architecture • Building Industry • Chambers of Commerce • Engineering • Academia • Transportation • Professional Associations • Certified Neighborhood Councils • Homeowner Association Groups • Non-Affiliated Los Angeles Residents • Housing Advocates • Downtown Organizations • Other Stakeholder Groups ZAC members are strongly encouraged to supply their own digital tablet or laptop computer, as documents and material will be delivered digitally in order to minimize the use of paper. The 15 to 17 individuals selected for this committee will play key roles in advising the City and consultant staff on zoning policy direction and provide guidance during the development of the new Zoning Code. Members of the ZAC will be announced by November 2013 and are expected to meet regularly (e.g., monthly or bi-monthly) until project completion in 2017. Please keep in mind that we will not be allowing proxy representation. A proxy is a person who is designated by another to represent that individual at a meeting. Sections of the new Code to be discussed include, but will not be limited to: • Unified Downtown Development Code • Industrial Zones • Commercial Zones • Multi-Family Residential Zones • Orientation Districts • Nonconforming Rights • Subdivisions • Parking & Signs • Parks & Open Space • Public Right-of-Way • Transfer of Development Rights • Overlays The DCP will deliver all sections of the new Zoning Code to the City Planning Commission by December 2017. Proposed LA Groundwater Replenishment Project

Neighborhood News and Information Alert Proposed LA Groundwater Replenishment Project "LADWP is preparing an Environmental Impact Report for the proposed Los Angeles Groundwater Replenishment Project in the San Fernando Valley. The proposed project involves construction of an advanced water purification facility to perform advanced treatment of recycled wastewater from the Donald C. Tillman Water Reclamation Plant. The purified water would be used for groundwater replenishment. Replenishment would be accomplished by spreading the purified recycled water at the Hansen and Pacoima spreading grounds, and by delivering purified recycled water into new injection wells to increase groundwater recharge in the San Fernando Groundwater Basin. We are requesting input from individuals, stakeholders, organizations, and agency representatives that may be interested in the proposed project as to the scope and content of the environmental information to be included in the project EIR. The 45-day public comment period for the Initial Study starts Sept. 6, and concludes on Oct. 21. Three public scoping meetings will be held on: Wednesday Sept. 25 (Sepulveda Garden Center near Encino), Thursday Oct. 3 (Canterbury Elementary School in Arleta), and Saturday Oct 12 (LADWP Headquarters, Downtown L.A.). Reorganization of DBS & DCP comes to Tujunga 9/21 at 10 a.m.

Reorganization of DBS & DCP, Code Compliance Unit, New Development Services Department -- NOTICE OF WORKSHOP There will be a New Development Services Department Workshop on Saturday, September 21 at 10 a.m. This meeting is hosted by PlanCheckNC, a citywide alliance of neighborhood councils and community groups who meet monthly with other Land Use Committee chairs and committee members from the City's neighborhood councils and community organizations. The workshop will be held at North Valley Neighborhood City Hall, 7747 Foothill Blvd., Tujunga. Parking is in the back off Wyngate. Please plan to attend the Saturday, Sept. 21 workshop. The City is looking for feedback on this new department. Note: There are other workshops being held but this one is being hosted by PlanCheckNC and the meeting will be devoted to this workshop and will be conducted by the City's consultants and City staff. "Earlier this year, the Mayor and City Council approved the creation of a new development services department to deliver all services currently provided by the Departments of City Planning and Building and Safety. Additionally, planning functions from the Department of Transportation, plan-check functions from the Fire Department, and land use planning functions from the Department of Public Works, Bureau of Engineering were approved for transfer to the new department. The new department is scheduled to become effective January 1, 2014." What is effectively being reorganized is the city's delivery system for development services.
