You are invited to provide input on 9 motions that are currently being considered by the Board of Neighborhood Commissioners.  These motions address policies and regulations that govern the Neighborhood Council system and are contained in the Plan for a Citywide System of Neighborhood Councils (NC Plan).

The process for reviewing the NC Plan began in December 2012 when the Commission established 3 standing regional committees for that purpose.  After numerous public meetings, the committees developed 9 motions which address the following topics: 1) NC Subdivision, 2) Grievances and Complaints, 3) Board Selections, 4) Elections, 5) Brown Act and Posting Policies, 6) Appointment Processes, 7) Maintaining Information Networks, 8) Commission Duties, and 9) the Exhaustive Efforts Process.

Sunland Tujunga's worst streets to be repaired on 7-30-13

Thank you to the many stakeholders and board members who sent in their lists of the worst streets, sidewalks and potholes in Sunland-Tujunga.  Our list has been reviewed and below is the update from the BOSS on the sites to be repaired tomorrow during NC Blitz day.

Housing Element of the General Plan - Proposed Update for 2013-2021

The proposed project is an amendment of the current 2006-2014 Housing Element of the General Plan for the 2013-21 planning period.  This update to the Housing Element satisfies the requirements by identifying sites which can accommodate the City's share of the State's housing need of 82,002 units of housing without the need for any change in zoning and providing a statement of goals, objectives, policies and programs the City intends to implement to assure that those housing units meet the needs of all income groups in the City.

Copies of the draft of the Update of the Housing Element are available for review at the Department of City Planning and the City's central and regional libraries.  Electronic copies are also available online at the Department of City Planning's website at http://cityplanning.lacity.org

LADWP Officials Announce Expanded Electric Vehicle Program:
“Charge Up LA! – Home, Work and On the Go”
New Rebates for Residential, Commercial and Public EV Chargers Start on August 1st


LOS ANGELES — The Los Angeles Board of Water and Power Commissioners on Tuesday approved expanded and improved electric vehicle (EV) charger rebates for home, workplace and public charging through the Los Angeles Department of Water and Power program: “Charge Up LA! – Home, Work, and On the Go.”  The program will provide rebates for LADWP residential and commercial customers who install Level 2 chargers (240 Volt) in their home or business in LADWP’s service area, which includes the City of L.A. and parts of the Owens Valley. Level 2 EV chargers are three to five times faster than Level 1 chargers (120 Volt).  Faster charging results in additional zero-emission mileage and greater convenience for EV customers.

“Our new rebate program builds on the success of our initial EV charger rebate program, which resulted in over 500 residential charger installations in Los Angeles,” said LADWP General Manager Ron Nichols.  “These significant rebates for our residential and business customers show our strong commitment to supporting electric vehicles.  When our customers charge their EVs overnight at their homes, they will be doing so when LADWP’s renewable wind resources are typically at their peak, resulting in a truly zero-emission transportation solution.”

“LADWP is committed to supporting the development of the necessary, critical infrastructure for successful deployment and use of EVs by our customers,” said Aram Benyamin, Senior Assistant General Manager, Power System.  “We’ve evaluated our initial program and have tailored our new program to meet the specific needs of many more of our customers.”

LADWP’s “Charge Up LA!” program supports EV infrastructure in several ways:

Home Charging:  residential customers who purchase an EV are eligible for a $750 rebate when they purchase and install a wall-mounted charger.  The requirement to install metering under the previous program has also been removed for customer convenience.  Customers who choose to install a separate Time-of-Use meter for their EV charger to take advantage of the LADWP off-peak EV discount rate will receive an additional $250 credit on their LADWP bill.  This will provide many months of cost-free driving and provides valuable information to LADWP on time-of-day EV charging.

Workplace Charging: commercial rebates are targeted toward Los Angeles businesses with 250 employees at a work site required to comply with the Rideshare Program – Rule 2202, of the Southern California Air Quality Management District   Up to $750 is available for each wall mounted charger and $1000 for pedestal-type chargers. A commercial customer that qualifies for 20 chargers (the maximum under the program) may exchange the Level 2 charger rebate for a DC Fast Charger (Direct Current of up to 440 Volts).  These chargers can typically charge an EV in 20 to 30 minutes for vehicles equipped for this type of charger.  This option allows LADWP customers flexibility to better meet their business needs and those of their customers.

Public Charging: the new “Charge Up LA!” program will also help fill the void left by depleted federal and state EV grants. Rebates will be made available to commercial companies that place chargers in public places.  The rebate amounts are the same as the Workplace charging rebates.  This component of the program helps address the need for additional public charging, providing greater vehicle range and confidence for EV drivers who may fear running out of power.  The Public Charging Rebate also has the DC Fast Charging option for those customers that qualify for the maximum 20 chargers.

LADWP has retrofitted 140 legacy EV chargers on City property, including City Hall, the  LA Convention Center, LAX, and other locations.  System upgrades will continue with more planned throughout the year and well into the next.  LADWP has helped commercial customers install chargers on private property.  Charge up LA! Rebates can now assist them financially as well.

The previous residential EV Charging rebate program was limited to residential customers and was offered from May 1, 2011 to June 30, 2013.  This program provided $1.03 million in rebates to install 548 residential chargers.  Approximately half of this rebate was funded by the U.S. Department of Energy as part of the LADWP Smart Grid Demonstration Program.  The newly expanded rebate program will run from August 1, 2013 to June 30, 2015 with a program goal of 2,000 rebates.  The new rebates are available to both residential and commercial customers on a first-come first-served basis until funds are exhausted or the program date ends.

Dear Home Owners Association Board/ Property Manager:

     In the past couple of months we have assisted the Homeowners' Associations of Autumn Wood in Simi Valley, Carthay Circle in Los Angeles, The Palms in Nohl Ranch in Anaheim Hills and The Chesapeake in San Marcos to improve the aesthetics of their communities with our reflective uniform sized curb address numbering. Our shiny black numbers on a reflective white background gives communities that attractive uniformity which gives an uplifting look to the neighborhood.

    Bright shiny reflective numbers aids community safety by saving precious seconds when emergency personnel are looking for a particular home. No more need to slow down trying read worn out numbers when our bright white signage stands out clearly. Police, fire and other emergency vehicle drivers have told us that reflective addresses painted on curbs in front of houses are great aids in the performance of their duties.  These services look first for home address at curbside as they approach. In case of emergency every second counts in locating the home where assistance is needed. Reflective curb address signage will provide this time saving information.

     Safety wise when all the curbs are painted at once it prevents the constant parade of rogue painters coming through the neighborhood some of whom are looking for an opportunity to cause trouble. They will just pass your community by when your whole community is painted by us. Why risk having strangers knocking on every one's door harassing homeowners which could lead to possible crime? And... no more littering fliers being posted all over the neighborhood on every one's door or mailbox.
    
    Our process utilizes reflective glass beads and high quality traffic paint producing a neat professional curb address which is visible by day or night.

    With community addressing financed through a contract with your homeowners association the costs per household would be as little as a third the price as those charged by rogue door to door curb painters (depending on the number of homes and whether both the top and face of curb or just the face of the curb would be addressed).  Custom association logos are available upon request (prices vary).

    Please consider our services for your residents in this year's or next year's budget to enhance their safety and security in case an emergency arises and immediate help is required without any delay. Also a uniform look to the curb address numbers adds a heightened level of aesthetics which a community always appreciates.

Update re: Big T Sediment Removal Project

Good afternoon,
 
Thank you again for submitting comments on the Initial Study/Mitigated Negative Declaration (MND) for the Big Tujunga Reservoir Sediment Removal Project (Project) during the Public Review Period that ended on June 26, 2013.  We are currently reviewing all of the public comments.  After we review the comments, we will make appropriate revisions to the CEQA document.

A copy of all of the public comments and a Response to Comments Log will be included with the finalized MND when it is brought to the County of Los Angeles Board of Supervisors (Board) for consideration of approval.  In addition, the Response to Comments Log will be posted on the Project website (dpw.lacounty.gov/lacfcd/sediment/BigTujunga) before the MND  is submitted to the Board.  We will notify you when the Response to Comments Log is available (expected in September, 2013).
