LADWP Announces New Energy Efficiency Director

LADWP Announces New Energy Efficiency Director David Jacot Will Lead Effort to Achieve Aggressive 10 to 15% Energy Efficiency Goal by 2020 LOS ANGELES — The Los Angeles Department of Water and Power (LADWP) announced the appointment of a long-time Southern California energy efficiency executive to lead LADWP’s effort to achieve an aggressive target of 10% to 15% in energy savings by 2020, supported by a $267 million budget for the next two fiscal years. David Jacot, P.E., formerly of Southern California Edison (SCE), will implement the newly adopted Energy Efficiency Savings Plan with a $128 million budget for energy efficiency in FY 2012-13 and $139 million in FY 2013-14. “I am very pleased to welcome David to the LADWP,” said General Manager Ronald O. Nichols. “David brings a wealth of experience, understanding, demonstrated leadership and success in implementing complex energy efficiency programs. I look forward to working with him to help our customers save energy and money as we achieve aggressive targets for energy savings.” As Director of Energy Efficiency, Jacot will oversee a team of LADWP professionals who develop and manage energy efficiency programs for residential, commercial and industrial customers. Jacot previously worked for 10 years at SCE in progressively responsible management positions. Most recently, he served as Manager of the Energy Efficiency Business Portfolio, leading a diverse department of about 80 professionals and managing over 50 energy efficiency and sustainability programs. Jacot will be transitioning from one of the state’s largest investor-owned, private utilities to the largest municipally owned utility in the nation. The city of Los Angeles has a population of over 4 million people and LADWP services approximately 1.4 electric customers. “I’m really excited to see the commitment to energy efficiency that LADWP has made, and am thrilled to be a part of the effort,” Jacot said. “I’m looking forward to growing LADWP’s energy efficiency programs and strengthening its relationships with commercial, industrial, and residential customers, as well as with the California Energy Commission, as we implement state goals and mandates.” On May 24, the LADWP Board of Water and Power Commissioners approved a resolution adopting targets for energy efficiency savings of at least 10% by 2020 over a 10-year period that began in FY 2010-11. The increased funding levels for energy efficiency are reflected in the LADWP power rate proposal now under public review. “As part of our power rate proposal, we have set forth a new Customer Opportunities Program that places a priority on our energy efficiency program that will help our customers save energy and money. Energy efficiency will play a pivotal role in the transformation of L.A.’s power supply to meet state requirements for expanding renewable energy and eliminating the use of coal power, while keeping our rates competitive,” General Manager Nichols said. LADWP officials expect to achieve 561 gigwatt-hours of energy savings in the first two years, or 2.4% savings, ramping up to at least 10% savings by 2020. That is the minimum level required under state law, AB 2021. However, the potential energy savings could reach up to 15% by 2020. The total savings goal will be determined through an updated energy efficiency potential study that will be completed in 2013. The revised Energy Efficiency Program will have a sharper focus on all customer sectors—reflecting public feedback received during the past 6 months of workshops, stakeholder meetings, and local government reviews–-while preserving the most effective existing energy efficiency measures. Comprehensive Zoning Code Revision - City Council this Tuesday (6/19) at 10 AM

The Department of City Planning's proposal to fund the comprehensive revision of the City's Zoning Code is currently scheduled to go before the City Council this Tuesday, June 19, 2012 at 10:00 AM in the John Ferraro Council Chamber, Room 340, City Hall. The details of the proposal can be found by following the links at the end of this email. We hope to see you there. Since it not been released yet, we do not know where we are on the agenda. Please feel free to check the Council Calendar for the agenda on the days leading up to the date to get the latest information. As always, this Council date is subject to change. If funding is approved at this meeting, our Department will begin taking steps to initiate the creation of a brand new Zoning Code, and expect to be ready to embark on this effort by December 2012. The last time the City of Los Angeles has done this was in the 1940's when the current Zoning Code was first adopted (1946). It has since grown from an 84-page pamphlet to a 600+ page book does not reflect our 21st Century needs or vision. The proposal will result in a new Zoning Code that: Establishes clear & predictable language More effectively implements the Goals & Objectives of the General Plan and Community Plans Offers a wider variety of zoning options that protect and/or enhance our communities Reflects the diversity of Los Angeles and allows each neighborhood to maintain a distinct sense of place Accommodates the City’s current and future needs Improves the built environment, economic vitality, & quality of life Is an economic development tool that will help shore up the City’s tax base The five-year work program includes three major deliverables: Dynamic Web-Based Zoning Code - Clear & Predictable Code that allows for customized/interactive on-line experience Layperson’s Guide to Zoning - Easy-to-Read Guides that help people navigate regulations & procedures Unified Downtown Development Code - New Zoning Tools for revitalization of Downtown within first 24-30 months of the program; ensuring it is poised to lead the charge for Los Angeles’s economic recovery The work program includes an enhanced public participation strategy that will include many opportunities for public involvement and feedback. Our Department is committed to an open and transparent process that ensures that all stakeholders are given the opportunity to participate and contribute to the new land use and development standards. The project will not: 1) override any existing Specific Plans or Overlays; or 2) result in the wholesale "up-zoning" of the City. Although changes will eventually be pursued in order to implement the new Zoning Code, the proposed work program does not include any amendments to the current Zoning designations.
