The California Legislature has several environmental and land use bills in front of it right now. Under state law, the legislature must act by August 31 in order to send any of these bills to the Governor for signature. Here’s a quick summary of the pending legislation, with some links for further info. (Current information on the status of any California bill, including amendments, is available here.)
In no particular order:
AB 1011 would provide tax credits for insurers that invest in certain types of “green” technology, including energy efficiency projects.
SB 722 would expand our state Renewable Portfolio Standard dramatically.
AB 1581 and SB 1456 would amend the California Environmental Quality Act. AB 1581 would exempt certain big-box retail store alterations from the law’s requirements, while SB 1456 would create a mediation requirement and would add a rather strange provision that allows parties to seek sanctions for frivolous CEQA claims (something they are already allowed to do, and the bill doesn’t appear to change the law substantively).
AB 1998 would ban plastic bags from many California stores, and would limit the content of paper bags based on recycled content. (There is a breaking story involving campaign contributions from the bill’s opponents in the chemical industry.)
SB 797, which would ban Bisphenol-A in products for children, appears to be in bad shape.
AB 2514, sponsored by Attorney General Jerry Brown, would increase energy storage by utilities.
AB 2503 would establish the framework for a “rigs to reefs” program, potentially allowing oil and gas platforms to be decommissioned without completely removing the platform structures.
And AB 1552, just withdrawn, would have let up on new rules that limit the way power plants can use ocean water for cooling.

4. DISCUSSION/POSSIBLE ACTION: 8505 Foothill (Mobil Station). Neighbor concerns regarding this proposed change from auto repair to self-serve drive-thru car wash. LUC previously supported the proposal. STNC Board requested applicant to present at STNC meeting but so far that has not been confirmed. Neighbors wish to comment about the proposal.
5. DISCUSSION from last meeting regarding problem sites in Foothill Corridor and surrounding commercial and residential areas.
6. Citywide Urban Design Guidelines - Negative Declaration comment deadline extended to Sept. 7, 2010.

City Council approves BHO
Greetings All:
The City Council approved the proposed Baseline Hillside Ordinance provisions with 2 changes and has asked the City Attorney's Office to review and prepare the official Ordinance. Just to clarify, this does NOT mean that the Ordinance was adopted - it's just one step closer. The changes, in the form of Motions, should be available for download on the online Council File within the next day or two.

What's Next?
The City Attorney will now review the proposal for both form and legality and will prepare the official Ordinance (a legal description of the changes to the Code that would incorporate the proposed hillside provisions), in addition to a few other City Charter mandated steps. Once everything is completed, the City Attorney will transmit a report to the City Clerk. The Baseline Hillside Ordinance will then go back to the City Council where we expect they will issue their final action on the matter.
At this point, Planning staff does not know how long the City Attorney's review and preparation will take, but when we have any updates we will send an email to the interest list.
There are still at least 3 steps left to go before the Ordinance is officially adopted, which have been summarized below:
The preparation of the official Baseline Hillside Ordinance by the City Attorney's Office;
The adoption of the proposed Ordinance by the City Council; and
The signature of the Mayor. [This is when a specific effective date is usually given.]
Once these steps have been taken, the City Clerk's Office will post the adopted Ordinance for a period of 10 days and a 30-day effective date will begin after that.
Even if the official Ordinance is prepared quicker than expected, it is important to note that the City Council goes into a recess period in August and is not likely to act on it again this month. This means that we are still possibly looking at sometime in September as the earliest date for a final City Council action. This means that the proposed Baseline Hillside Ordinance could be in effect as early as late-October/early-November, but this timeline is still subject to change depending on how long it takes to get through the next 3 steps.

Hillside Ordinance at City Council on Aug 4
Greetings All:
This is an email to let you know that the Baseline Hillside Ordinance (CPC-2010-581-CA; Council File No. 10-1001) will go before the City Council this Wednesday, August 4, 2010; Item No. 9. The meeting starts at 10:00 a.m. and will be located in:

We do not know if the City Council will be taking public testimony on this item since the Public Hearing was already held and closed by the Planning & Land Use Management (PLUM) Committee.

Although the Baseline Mansionization Ordinance (a.k.a., the "Flats" Ordinance) was reviewed by the City Attorney prior to the City Council action, that is not the case with the Baseline Hillside Ordinance. The way the PLUM Committee action was worded, the City Council will act on the proposed Ordinance provisions prior to sending it to the City Attorney for their review and preparation of the official Baseline Hillside Ordinance. When the final Ordinance is prepared, it will go back before the City Council for a final action.
This change in order is not expected to have a significant impact on the timeline for a possible effective date. Below is the revised timeline summary, which is still subject to change.
There are at least 4 steps left to go before the Ordinance is officially adopted, which have been summarized below:

I-405 WIDENING PROJECT UPDATE
What: Additional early preparation work will consist of filling and
compacting additional soil to build up slope areas.
When: Day and night time work is anticipated to begin on Monday, July 19 and will last approximately two months, weather permitting. Day time operations will take place from 7:00 a.m. to 3:30 p.m., while night time
work will take place from 9:00 p.m. to 6:00 a.m.
Where: Along the southbound portions of the I-405 freeway at the south end of the Royal Woods Community near Royal Ridge Road and the south end of Royal Woods Drive.
What to Expect:
- Night time work may entail the closure of the two right hand lanes along the southbound I-405 freeway near the Royal Woods Community.
- Night time work may entail the closure of the southbound Skirball on and off-ramps from 7:00 p.m. to 6:00 a.m.
- The contractor will access the work zone with small vehicles through local streets.

I-405 Sepulveda Pass Contractor to Begin Demolition of Half of Sunset Bridge Beginning Friday, July 23 thru July 28 - Detours planned for construction area Monday July 19, 2010
Following pre-demolition work that began last May, the contractor for the northbound I-405 Sepulveda Pass carpool lane project is now scheduled to demolish one-half of Sunset Boulevard Bridge in West Los Angeles in six consecutive nights beginning Friday, July 23.
Demolition work and associated closures will be conducted during night-time hours only, with the bridge, freeway and local streets reopened during day-time hours. The Los Angeles County Metropolitan Transportation Authority (Metro) has provided City and Caltrans-approved detours for motorists around the construction area during night-time work activities. Detour maps are also now available on the project website www.metro.net/405.
Demolition and subsequent reconstruction of the bridge - one of three bridges planned for replacement in the area - is the first major construction milestone for the 10-mile, $1 billion I-405 improvements project. The replacement of the bridge is required to build a new northbound high-occupancy vehicle lane between the I-10 and U.S. 101 freeways. Bridge columns will be repositioned to accommodate the additional freeway lane created by the project.
Demolition activities are expected between the hours of 9 p.m. and 6 a.m., with bridge demolition occuring between 12 a.m. and 4 a.m. Ramp closures may start as early as 7 p.m.
The demolition and subsequent reconstruction of the bridge will be done in stages, with the southern half of the bridge removed first, followed by approximately 10 months of reconstruction. During reconstruction, freeway or street closures will not be required. The contractor will then demolish and reconstruct the northern half of the bridge in the same manner.
During demolition, Sunset Boulevard will be closed in both directions each night. Sepulveda Boulevard and both directions of the I-405 freeway will be closed alternately for two nights each. To maintain motorist access through the area, Sepulveda Boulevard and freeway closures will not take place simultaneously.

Northbound: Sepulveda Boulevard traffic will be detoured to eastbound Montana Avenue, to northbound Veteran Avenue to westbound Sunset Boulevard to Sepulveda Way, back to Sepulveda Boulevard.
Southbound: Sepulveda Boulevard traffic will be detoured to eastbound Sepulveda Way and continue on Sunset Boulevard to southbound Veteran Avenue, to westbound Montana Avenue, back to Sepulveda Boulevard.
To help direct motorists through detours, traffic control officers will be stationed at major intersections. Pedestrians will be rerouted to an area outside the construction zone during work.
Demolition of the Skirball and Mulholland Bridges is planned later this year and will follow a similar demolition/reconstruction schedule. When completed, the expanded, seismically enhanced Sunset Bridge will be widened by approximately 30 feet and contain two additional lanes to improve area traffic flows. Southbound freeway ramps also will be widened to accommodate a greater number of vehicles, which will help reduce congestion on local streets.
As a design-build project, construction schedules are dynamic and subject to change. The latest construction updates will be made available on the project web site and on Twitter at twitter.com/I_405.
VOLUNTEER COMMUNITY CLEAN UPS
This Saturday, July 24, Northridge West Neighborhood Council is sponsoring a volunteer community clean-up effort to remove weeds and trash on Tampa Ave. from Tunney Ave. to Plummer St. in Northridge.
They will continue this effort every Saturday morning through the end of the summer. No RSVP is necessary. If you would like to participate in the clean-up, just come to the Northwest corner of Tunney Ave. and

VALLEY CULTURAL CENTER FREE SUMMER SERIES
The Valley Cultural Center (VCC) has presented free concerts every
summer since 1975. Featuring rock, classical, jazz, R&B, Latino pop,

NEW DIRECTIONS FOR YOUTH CAMP
In addition to the Day Camp, NDY is offering a Summer Day Camp (1/2 day
version) for at-risk youth, 6-8th grades in Canoga Park at the new
Dennis Zine Community Center on Saticoy! This is a program lead by New
Economics for Women for the FamilySource Center. The camp extends from
June 21-September 3rd. It will be offered from 12-4pm. We are also
offering an evening tutoring and recreation program from 4:30-7:30 pm at

members. The Day Camp is FREE and we will be providing free lunches to

51st ANNUAL LOS ANGELES COUNTY HOLIDAY CELEBRATION
The Los Angeles County Arts Commission is seeking County-based youth
and adult community and professional choirs, dance companies, and music
ensembles to perform in the 51st Annual Los Angeles County Holiday
Celebration. The Los Angeles County Holiday Celebration is a free
public event that honors the spirit of many cultures and holiday
traditions through music, song and dance and takes place every December

one-hour highlight broadcast is carried nationally on PBS. The Arts

MAYOR VILLARAIGOSA, TRANSPORTATION SECURITY ADMINISTRATION UNVEIL
ADVANCED IMAGING TECHNOLOGY AT LAX
Advanced Imaging Technology machines will be installed at all of
TSA’s passenger security screening stations located in all nine LAX
terminals
LOS ANGELES - Mayor Antonio Villaraigosa was joined today by City
Councilmembers Bill Rosendahl, Janice Hahn and Tom LaBonge, the
Transportation Security Administration (TSA) and airport officials to
unveil new state-of-the-art Advanced Imaging Technology (AIT) full-body
scanners at Los Angeles International Airport (LAX).
“Combined with our additional security measures and protocols, AIT
scanners are helping keep LAX on the cutting edge of airport
security,” said Mayor Villaraigosa. “Because the safety
improvement is so significant, I strongly support the use of AIT
scanners at LAX and every airport in the country. I would like to thank
Homeland Security Secretary Janet Napolitano and our federal partners
for funding this technology through the American Recovery and
Reinvestment Act.”
Advanced Imaging Technology machines will be installed at all of
TSA’s passenger security screening stations located in all nine LAX
terminals. The AIT machines allow TSA personnel to safely screen
passengers for both metallic and non-metallic threats, including weapons
and explosives which may be concealed under clothing, without physical
contact. The machines utilize backscatter imaging technology which
projects low-level X-ray beams over the body to create a reflection of
the body, which is displayed like a chalk etching on a monitor located
in a private room away from the machine.
“For millions of travelers from around the globe and the thousands of
Angelenos who walk through these gates, these new security scanners will
accelerate security lines and will give us all peace of mind,” said
Councilmember Tom LaBonge.
According to TSA officials, advanced imaging technology is completely
optional for all passengers. Passengers who wish to opt out or AIT
screening will receive alternative screening, which includes a physical
pat-down.
"This is a fantastic new option for travelers who would rather not
undergo a TSA manual pat-down, and certainly for those whose medical
conditions prevent the use of the metal detectors,” said Councilmember
Rosendahl. “It is less invasive, quicker, and has already proven to
be a preferred alternative for the flying public."
"With these new scanners, LAX becomes safer. I commend my security
partners Mayor Villaraigosa and LAWA's Gina Marie Lindsay for their
initiative," said Rep. Jane Harman (D-Venice), chair of the Homeland
Security Subcommittee on Intelligence. "Scanners are a central part of
secondary screening, a key way to make certain that passengers whose
affiliations or travel information raise questions do not pose a threat
to the traveling public or airport personnel. These scanners,
manufactured in Torrance, also mean more jobs for Angelenos. I have
been scanned and am confident that the technology is medically safe and
TSA protocols protect individual privacy."
“AIT is the latest addition to the many layers of security that have
been implemented at LAX since 9/11,” said Los Angeles World Airports
Executive Director Gina Marie Lindsey. “In conjunction with the TSA,
we have approached security from every angle and commend the TSA for
implementing this new technology.”
The TSA has also implemented strict measures to protect passenger
privacy by ensuring the anonymity of each image, which cannot be stored,
transmitted or printed, and is deleted immediately once reviewed.
Additionally, a privacy algorithm is applied to each image.
AIT installations at LAX is part of TSA’s national deployment of 450
units in 2010, which began last spring. The units are being purchased
with American Recovery and Reinvestment Act (ARRA) funds. The new AIT
units complement an existing 142 imaging technology units already in
operation at 41 airports. In addition, President Barack Obama’s
fiscal year 2011 budget requests funding to purchase and deploy an
additional 500 AIT machines.
CITY OF LOS ANGELES TO HOST NAACP 2011 CONFERENCE
Four-Day Gathering Expected to Generate $11.4 Million Economic Impact
Citywide
LOS ANGELES - The NAACP, the nation’s oldest and largest civil rights
organization, selected Los Angeles as the site of its annual conference,
to be held July 23 - 28, 2011. The four-day gathering is expected to
generate an economic impact of $11.4 million citywide, with a total of
nearly 13,000 hotel rooms expected to be booked for the occasion.
“Over the past century, the NAACP has stood at the forefront of
progress - crossing the longest bridges and overcoming the highest
hurdles in the pursuit of social justice and the end of
discrimination,” Mayor Villaraigosa said. “Having such a
distinguished and high-profile organization convene in our city for
their 102nd anniversary speaks volumes to Los Angeles’ status as a
premier convention city.”
The NAACP’s members are dedicated to the fight for social justice and
include members of the entertainment industry, civil rights leaders, and
faith-based leaders. The annual conference, which has previously been
attended by President Barack Obama, helps to advance through Congress
policies that are intended to further the civil rights agenda.
Delegates attending the NAACP’s national convention convene annually
to discuss programming as well as the legislative agenda for the
upcoming year. Advocacy workshops covering a range of important and
timely issues, such as voter registration and the new health care law,
are just some of the topics addressed.
“The NAACP is proud to bring our 102nd Annual Convention to Los
Angeles,” stated NAACP Chairman Roslyn M. Brock. “We look forward to
continuing the discussion on Civil Rights in this country in LA and
invite all NAACP members, Californians, and Americans to join us.”

Ridley-Thomas.

I-405 Sepulveda Pass Contractor to Begin Demolition of Half of Sunset Bridge Beginning Friday, July 23 thru July 28 - Detours planned for construction area Monday July 19, 2010
Following pre-demolition work that began last May, the contractor for the northbound I-405 Sepulveda Pass carpool lane project is now scheduled to demolish one-half of Sunset Boulevard Bridge in West Los Angeles in six consecutive nights beginning Friday, July 23.
Demolition work and associated closures will be conducted during night-time hours only, with the bridge, freeway and local streets reopened during day-time hours. The Los Angeles County Metropolitan Transportation Authority (Metro) has provided City and Caltrans-approved detours for motorists around the construction area during night-time work activities. Detour maps are also now available on the project website www.metro.net/405.
Demolition and subsequent reconstruction of the bridge - one of three bridges planned for replacement in the area - is the first major construction milestone for the 10-mile, $1 billion I-405 improvements project. The replacement of the bridge is required to build a new northbound high-occupancy vehicle lane between the I-10 and U.S. 101 freeways. Bridge columns will be repositioned to accommodate the additional freeway lane created by the project.
Demolition activities are expected between the hours of 9 p.m. and 6 a.m., with bridge demolition occuring between 12 a.m. and 4 a.m. Ramp closures may start as early as 7 p.m.
The demolition and subsequent reconstruction of the bridge will be done in stages, with the southern half of the bridge removed first, followed by approximately 10 months of reconstruction. During reconstruction, freeway or street closures will not be required. The contractor will then demolish and reconstruct the northern half of the bridge in the same manner.
During demolition, Sunset Boulevard will be closed in both directions each night. Sepulveda Boulevard and both directions of the I-405 freeway will be closed alternately for two nights each. To maintain motorist access through the area, Sepulveda Boulevard and freeway closures will not take place simultaneously.

To help direct motorists through detours, traffic control officers will be stationed at major intersections. Pedestrians will be rerouted to an area outside the construction zone during work.
Demolition of the Skirball and Mulholland Bridges is planned later this year and will follow a similar demolition/reconstruction schedule. When completed, the expanded, seismically enhanced Sunset Bridge will be widened by approximately 30 feet and contain two additional lanes to improve area traffic flows. Southbound freeway ramps also will be widened to accommodate a greater number of vehicles, which will help reduce congestion on local streets.

The Valley Cultural Center (VCC) has presented free concerts every
summer since 1975. Featuring rock, classical, jazz, R&B, Latino pop,
country, cowboy, Dixieland, folk, and more, the concerts entertain more
than 140,000 valley residents and visitors each year and are the

NEW DIRECTIONS FOR YOUTH CAMP
In addition to the Day Camp, NDY is offering a Summer Day Camp (1/2 day
version) for at-risk youth, 6-8th grades in Canoga Park at the new
Dennis Zine Community Center on Saticoy! This is a program lead by New
Economics for Women for the FamilySource Center. The camp extends from
June 21-September 3rd. It will be offered from 12-4pm. We are also
offering an evening tutoring and recreation program from 4:30-7:30 pm at
this same site.
NDY is accepting referrals from LAPD, Schools, and other community
members. The Day Camp is FREE and we will be providing free lunches to
those enrolled. They will accept up to 75 kids in the Day Camp and 75

51st ANNUAL LOS ANGELES COUNTY HOLIDAY CELEBRATION
The Los Angeles County Arts Commission is seeking County-based youth
and adult community and professional choirs, dance companies, and music
ensembles to perform in the 51st Annual Los Angeles County Holiday
Celebration. The Los Angeles County Holiday Celebration is a free
public event that honors the spirit of many cultures and holiday
traditions through music, song and dance and takes place every December
24th at the Dorothy
Chandler Pavilion at the Music Center in downtown Los Angeles. The
stage production is also broadcast live on television, and an annual
one-hour highlight broadcast is carried nationally on PBS. The Arts
Commission encourages all Los Angeles County-based performing groups
representing diverse communities, traditions, and performing disciplines

programming should be suitably themed for a multi-cultural holiday

ADVANCED IMAGING TECHNOLOGY AT LAX
Advanced Imaging Technology machines will be installed at all of
TSA’s passenger security screening stations located in all nine LAX
terminals
LOS ANGELES - Mayor Antonio Villaraigosa was joined today by City
Councilmembers Bill Rosendahl, Janice Hahn and Tom LaBonge, the
Transportation Security Administration (TSA) and airport officials to
unveil new state-of-the-art Advanced Imaging Technology (AIT) full-body
scanners at Los Angeles International Airport (LAX).
“Combined with our additional security measures and protocols, AIT
scanners are helping keep LAX on the cutting edge of airport
security,” said Mayor Villaraigosa. “Because the safety
improvement is so significant, I strongly support the use of AIT
scanners at LAX and every airport in the country. I would like to thank
Homeland Security Secretary Janet Napolitano and our federal partners
for funding this technology through the American Recovery and
Reinvestment Act.”
Advanced Imaging Technology machines will be installed at all of
TSA’s passenger security screening stations located in all nine LAX
terminals. The AIT machines allow TSA personnel to safely screen
passengers for both metallic and non-metallic threats, including weapons
and explosives which may be concealed under clothing, without physical
contact. The machines utilize backscatter imaging technology which
projects low-level X-ray beams over the body to create a reflection of
the body, which is displayed like a chalk etching on a monitor located
in a private room away from the machine.
“For millions of travelers from around the globe and the thousands of
Angelenos who walk through these gates, these new security scanners will
accelerate security lines and will give us all peace of mind,” said
Councilmember Tom LaBonge.
According to TSA officials, advanced imaging technology is completely
optional for all passengers. Passengers who wish to opt out or AIT
screening will receive alternative screening, which includes a physical
pat-down.
"This is a fantastic new option for travelers who would rather not
undergo a TSA manual pat-down, and certainly for those whose medical
conditions prevent the use of the metal detectors,” said Councilmember
Rosendahl. “It is less invasive, quicker, and has already proven to
be a preferred alternative for the flying public."
"With these new scanners, LAX becomes safer. I commend my security
partners Mayor Villaraigosa and LAWA's Gina Marie Lindsay for their
initiative," said Rep. Jane Harman (D-Venice), chair of the Homeland
Security Subcommittee on Intelligence. "Scanners are a central part of
secondary screening, a key way to make certain that passengers whose
affiliations or travel information raise questions do not pose a threat
to the traveling public or airport personnel. These scanners,
manufactured in Torrance, also mean more jobs for Angelenos. I have
been scanned and am confident that the technology is medically safe and
TSA protocols protect individual privacy."
“AIT is the latest addition to the many layers of security that have
been implemented at LAX since 9/11,” said Los Angeles World Airports
Executive Director Gina Marie Lindsey. “In conjunction with the TSA,
we have approached security from every angle and commend the TSA for
implementing this new technology.”
The TSA has also implemented strict measures to protect passenger
privacy by ensuring the anonymity of each image, which cannot be stored,
transmitted or printed, and is deleted immediately once reviewed.
Additionally, a privacy algorithm is applied to each image.
AIT installations at LAX is part of TSA’s national deployment of 450
units in 2010, which began last spring. The units are being purchased
with American Recovery and Reinvestment Act (ARRA) funds. The new AIT
units complement an existing 142 imaging technology units already in
operation at 41 airports. In addition, President Barack Obama’s
fiscal year 2011 budget requests funding to purchase and deploy an
additional 500 AIT machines.
CITY OF LOS ANGELES TO HOST NAACP 2011 CONFERENCE
Four-Day Gathering Expected to Generate $11.4 Million Economic Impact

LOS ANGELES - The NAACP, the nation’s oldest and largest civil rights
organization, selected Los Angeles as the site of its annual conference,
to be held July 23 - 28, 2011. The four-day gathering is expected to
generate an economic impact of $11.4 million citywide, with a total of
nearly 13,000 hotel rooms expected to be booked for the occasion.
“Over the past century, the NAACP has stood at the forefront of
progress - crossing the longest bridges and overcoming the highest
hurdles in the pursuit of social justice and the end of
discrimination,” Mayor Villaraigosa said. “Having such a
distinguished and high-profile organization convene in our city for
their 102nd anniversary speaks volumes to Los Angeles’ status as a
premier convention city.”
The NAACP’s members are dedicated to the fight for social justice and
include members of the entertainment industry, civil rights leaders, and
faith-based leaders. The annual conference, which has previously been
attended by President Barack Obama, helps to advance through Congress
policies that are intended to further the civil rights agenda.
Delegates attending the NAACP’s national convention convene annually
to discuss programming as well as the legislative agenda for the
upcoming year. Advocacy workshops covering a range of important and
timely issues, such as voter registration and the new health care law,
are just some of the topics addressed.
“The NAACP is proud to bring our 102nd Annual Convention to Los
Angeles,” stated NAACP Chairman Roslyn M. Brock. “We look forward to
continuing the discussion on Civil Rights in this country in LA and
