MAYOR VILLARAIGOSA CONTINUES COMMITMENT TO BALANCING BUDGET WITH CONSOLIDATION OF TWO CITY DEPARTMENTS

The consolidation of the Department of Neighborhood Empowerment and the Community Development Department will eliminate 27 positions and approximately save $2 million annually

LOS ANGELES - Mayor Antonio Villaraigosa today continued his commitment to balancing the City’s budget and announced the consolidation of the Community Development Department and Department of Neighborhood Empowerment. If approved by the City Council, the newly consolidated department-Department of Community Development/Department of Neighborhood Empowerment-will eliminate 27 positions, approximately save $2 million annually, and reduce the total number of City departments and general managers.

“The consolidation effort will not only create cost savings, but will serve to take the bureaucracy out of community empowerment,” said Mayor Villaraigosa. “This consolidation is an opportunity to create the volunteer opportunities that engage communities and foster participation in our neighborhoods.”

The Mayor ordered the consolidation of the Department of Neighborhood Empowerment and the Community Development Department as a means to maintain the necessary support for the City’s 90 Neighborhood Councils while minimizing general fund cost. The consolidation has allowed the City to rethink certain functions, automate others, and provide the Neighborhood Councils with a more efficient entity that works to better address the needs of the communities they serve.

Complementing the CDD’s long tradition of community service and organization of volunteers, the newly consolidated CDD/DONE will issue Requests for Proposals to support training programs, funding program oversight and other functions essential to fostering community involvement in our City’s Neighborhood Councils. Furthering efficiency, the Board of Neighborhood Commissioners will be supported by CDD resources.

As part of the consolidation, the Mayor has nominated current Community Development Department General Manager, Richard Benbow, to head the new Department of Community Development and Neighborhood Empowerment. As a consequence, current General Manager of the Department of Neighborhood Empowerment, BongHwan Kim, will step down. (Departure Letter attached.)

On February 4, 2010, the Mayor instructed City Department Heads to immediately begin the process of eliminating 1,000 filled General Fund positions and to the extent possible, transfer personnel from these positions to Special Fund vacancies. This expedited effort has resulted in close to 200 transfers thus far.

In response to the City’s credit rating being downgraded, the Council moved to approve the elimination of an additional 3,000 positions. As Chief Executive Officer, the Mayor is instructing all department heads to begin the process of targeting these additional positions for elimination. The identification of positions will be under the guidance and direction of the Mayor’s office and in coordination with the City Administrative Officer (CAO). The Mayor’s proposed Fiscal Year 2010-11 budget will serve as the comprehensive report detailing the position eliminations requested by the City Council.

Mulholland Road Closure
As Southern California anticipates another round of rains, the Los Angeles Board of Public Works this morning took immediate action to ensure that drivers are kept safe.

This morning, the board approved a full hard closure on the 1 mile stretch of Mulholland Drive that had been washed out by rains, which created a massive hole and unsafe driving conditions. The board took this action out of an abundance of caution that more rain could further erode the mountainside and worsen conditions. Both lanes of Mulholland Drive, between Bowmont Drive and Skyline Drive, are now closed.

No Evacuations in Burn Areas
After surveying the landscape, the fire department and police department found that, at this time, conditions do not warrant evacuation warnings in the city of Los Angeles. Constant weather monitoring will be conducted to ensure timely evacuation decisions are made and my office will be in close contact with the LAFD and LAPD. Should evacuations be ordered, please heed the call of public safety officers.
Mud Watch
The Los Angels County Department of Public Works has issued a Debris and Mud Forecast of Phase 1 for the Sunland-Tujunga area of the city.This means possible minor to moderate mud flow on streets below the burned hillsides including: private portions of Grenoble St; Owens St; upper Alpine Wy; Big Tujunga Cyn Rd; Oro Vista Av and its crossing over Big Tujunga Wash; Ebey Cyn Rd; Big Tujunga Wash (down to Hansen Flood Control Basin).The debris basins held up very well during the last storm and this should be no different based on predicted forecasts.

STNC Request for Moratorium on WTF in Public Right Of Way

At the Feb. 10, 2010 STNC meeting, the board approved the Land Use Committee recommendation for a moratorium on Wireless Telecommunications Facilities in the Public Right of Way until an ordinance can be passed by the City Council. MAYOR VILLARAIGOSA TAKES UNPRECEDENTED ACTION TO ADDRESS BUDGET
SHORTFALL
Mayor Antonio Villaraigosa took immediate action yesterday to balance the Los Angeles city budget and commit the City to long-term fiscal health and sustainability.

Using the authority invested in the Office of the Mayor by the City Charter, Villaraigosa directed the Personnel Department to eliminate 1,000 general fund positions and begin calculating layoffs, displacement seniority, and/or transfers of employees to fill these targeted positions.

“Every budget is a balancing act,” Mayor Villaraigosa said. “We
have been living beyond our means and now we have difficult choices to make. Each day we fail to act we lose an estimated $300,000. We must protect our fiscal health and economic future.”

On Wednesday, the City Council postponed decision-making on plans to address the budget shortfall. In doing so, they added an estimated $4 million to the deficit for this fiscal year, already calculated at $212 million.

In addition to directing the layoffs and transferring as many general funded employees as possible into special funded and proprietary departments, the Mayor has asked the Council to adopt an ordinance that would allow City employees to retire without the 30 to 60 day advance application typically required. The Mayor is also requesting that the Council move their uncommitted funds - currently totaling up to $40million - into the City’s Reserve Fund until such time that the fund
reaches 5% of the overall budget.

“I do not relish these decisions, but neither will I shy away from them or pretend they don’t exist,” the Mayor said. “Angelenos all over our City are making tougher choices between food or their prescription drugs, between school supplies and a doctor’s visit for their child, or between their electric bill and their rent. It is time that we at City Hall follow their lead, set priorities, and make the tough choices necessary to protect our core responsibilities.”

2010 EARNED INCOME TAX CREDIT PROGRAM
Mayor Antonio Villaraigosa, joined by State Controller John Chiang,
Council President Eric Garcetti, and President and CEO of the United Way Elise Buik, last week announced the Greater Los Angeles Earned Income Tax Credit (EITC) Campaign Partnership. Volunteer Income Tax Assistance (VITA) sites, supported by the EITC partnership, can provide families with free tax assistance and help them apply for tax credits. The City of Los Angeles has added 21 additional free tax preparation sites which include screening for EITC eligibility through the FamilySource Centers and One-e-App system. Asset-building programs that include financial education and resources to help families open low-cost bank accounts are also offered at the City’s FamilySource Centers. CRISIS RESPONSE TEAM
The Mayor's Office of Homeland Security & Public Safety is recruiting
Crisis Response Team (CRT) members. CRT members are community
volunteers who respond to traumatic incidents at the request of the Los
Angeles Police and Fire Departments. CRT provides immediate on-scene
crisis intervention, attends to survival and comfort needs, acts as a
liaison between the victim and emergency personnel, and gives referrals
to victims and their families affected by death, serious injury, violent crimes, and other traumatic incidents.
Training will take place Tuesday and Thursday evenings from Feb. 2 -
Mar. 25 at the L.A. Police Academy in Westchester.

EVACUATIONS ORDERED FOR FOOTHILL COMMUNITIES

The Foothills Incident Unified Command has ordered mandatory evacuations tomorrow, Tuesday, February 9, due to the risk of debris flows in the Station Fire burn area.

Evacuations have been ordered for areas of La Crescenta, La Canada Flintridge, and Acton. Affected residents are being notified through Alert LA County and by door-to-door notification by LA County Sheriff’s deputies. A full address list of affected homes is available on the Coordinated Agency Recovery Effort (CARE) website at http://www.dpwcare.org.

Evacuations must be completed by 10 a.m. Affected residents and residents of flood-prone areas are urged not to leave vehicles or trash bins in the street.

The evacuations have been ordered as a safety precaution following predictions of rainfall Tuesday and Wednesday. Residents are strongly urged to comply with the evacuation orders.

Angeles Forest Roads to Close Due to Anticipated Storm

The Los Angeles County Public Works Department has announced that due to the forecast weekend storm, it will close public access to almost all County roads within the Station Fire burn area as of 12 noon tomorrow, Friday, February 5, 2010.

The segment of Big Tujunga Canyon Road, from the Los Angeles City limit to Vogel Flats Road, will remain open to residents and construction crews. However, the road will be closely monitored during the storm and subject to closure if conditions warrant.

The remainder of Big Tujunga Canyon Road, the Angeles Forest Highway, and Upper Big Tujunga Canyon Road, will close to all traffic except emergency vehicles, including Public Works personnel. Residents living in the burn areas will not be permitted to use the roads until the closures are lifted after the threat of rain or the storm system has passed and roadway debris and damage inspections are completed. Angeles Crest Highway (SR2) remains closed to all traffic.

Council move their uncommitted funds — currently totaling up to $40
million — into the City’s Reserve Fund until such time that the fund
reaches 5% of the overall budget.

“I do not relish these decisions, but neither will I shy away from
them or pretend they don’t exist,” the Mayor said. “Angelenos all
over our City are making tougher choices between food or their
prescription drugs, between school supplies and a doctor’s visit for
their child, or between their electric bill and their rent. It is time
that we at City Hall follow their lead, set priorities, and make the
tough choices necessary to protect our core responsibilities.”
