Recently workshops were held throughout the City regarding the Citywide Proposal to reduce the Floor Area Ratio to 1:1 and a Proportional Stories Rule with FAR 1.25:1 for single-family residential zones. The goal is to make it effective as soon as possible to prevent more big houses from popping up throughout the city. Currently we (Sunland-Tujunga) have an Interim Control Ordinance in effect with a 0.4:1 ratio.
The Department's Preliminary Proposal is as follows:
1) reduce FAR to 1:1,
2) Proportional Stories Rule 1.25:1,
3) single story height district,
4) new floor area definition, and
5) establishing residential plan review process for those that want to build bigger.
It is important for us in Sunland-Tujunga to submit our comments about this proposal. Anita has asked that comments be submitted directly to her by December 31, 2006 (contact info below). Don't miss the opportunity to participate in this important issue in our community.

Chairman's Updates from STNC meeting held December 13, 2006
Our meeting was held at North Valley Neighborhood City Hall tonight due to a special event being held at Mt. Gleason Middle School. We'll return to Mt. Gleason for our January 10, 2007 meeting. Thank you to new principal, Deborah Acosta, for stopping by our meeting to give updates on the school's academic numbers. We've invited her back to our meeting for a more thorough presentation.
At tonight's STNC meeting we were informed that a "Stop Work Order" has been issued by the LA Department of Building and Safety (LADBS) at the site of the proposed Home Depot. The DBS inspector visited the site and saw work that was not part of the plans on file with DBS.
Dale Thrush, Planning Deputy for Councilmember Wendy Greuel distributed a copy of a letter to Wendy regarding the use of the area within the building previously used for auto repair. The letter indicates conclusions that were reached during a meeting held on Nov. 29, 2006 between representatives from the Department of City Planning, City Attorney, Building and Safety, Wendy's office and covers other points regarding the tenant improvements to the site that are now in progress. Design Advisory Committee member Saro Minassian presented the following motion that the board unanimously approved: Motion: The Design Advisory Committee of the Sunland-Tujunga Neighborhood Council in response to the November 6, 2006 meeting with the Honorable Councilmember Wendy Greuel and other City staff hereby request that Councilmember Greuel bring the following matter to the full City Council and the City Attorney while the appeal filed by the No Home Depot Campaign is pending. We demand a Stop Work Order be issued at the site of the proposed Home Depot at 8040 Foothill Blvd., Sunland, CA, based on the following justifications:
1. Mr. Keim, Code Enforcement Bureau Chief of the L.A. Dept. of Building and Safety, stated at the November 6th, 2006 meeting that the auto repair use area must only be "no use", or a change of use application would be required. A Change of Use would trigger the "Project" definition of the Foothill Blvd. Corridor Specific Plan, which is a discretionary, not ministerial action.
2. The June 22, 2006 architect approved, July 21, 2006 Dan Scott, City Planning and July 24, 2006 Lily Teng, Metro Plan Check City approved plans being used on the job site show inconsistent uses for the auto repair area. The uses indicated in the plans are either "storage, cash register check-out or pro-desk contractor area".
3. The City approved plans indicate structural alterations to the existing building that should also be subject to the regulation of the Foothill Blvd. Corridor Specific Plan and the "Project" definition therein.
4. The inconsistencies in the plans and the "no use" statement at the Nov. 6, 2006 meeting indicate an intent to "piecemeal" the project and avoid the full Project Permit Compliance Review and Environmental Assessment that this site requires for the public safety now and in the future.

The STNC's lightpole banners program is finally moving forward. And, thank you to Councilmember Wendy Greuel for supporting the City Council motion required to approve them.
As I drive around town and see the winter holiday lights and decorations going up on homes and businesses, it is great to see the holiday spirit come alive. I hope you will join in the STNC's Winter Holiday Decorating Program that recognizes residents and business owners who go out of their way to make their neighborhood look extra special during the winter holiday season.
Residents are encouraged to nominate their neighbors' outdoor home or business decorations or to even nominate their own winter wonderland. Many homes and businesses can be nominated and recognized for sharing in the spirit of the season. Each nominee receives a "Holiday Spirit" certificate by mail or at the January 10, 2007 STNC meeting.
For more information on the Winter Holiday Outdoor Decorating Program, or to nominate a property by phone, contact Ed Rock, STNC Office Manager at (818) 951-7411.
DWP Budget Workshop Update
David Cain, STNC District 3 board member recently attended the DWP/MOU Budget Workshop where neighborhood councils saw a power point presentation regarding DWP's projected financial needs. Many questions were addressed but more time was needed to get into the nitty gritty of the details. A 12% transfer fee is proposed that really didn't meet well with those who attended. Another opportunity will take place in either February or March for more discussion.
The DWP MOU came about because the rate payers were not in the loop when it came to DWP's proposed rate increases in 2003-2004; Neighborhood Councils from all areas of Los Angeles banded together to oppose the 18% increase and the transfer of DWP monies to the City's General Fund.
As the future budget workshops are presented, we should be preparing responses and comments to the proposals. We'll keep you posted.
Design Advisory Committee (DAC) News --
Tortas Mexican Restaurant located at 6231 Foothill is requesting a beer and wine license approval. The determination will be a conditional permit for a set period of time and will include limits that beer and wine can only be served for patrons who also purchase food. Across the street at the site of the former Blockbuster Video, Wells Fargo has remodeled and opened its doors. This site is within the City of Glendale's approval process. It is nice to see their improvements have been made quickly. PetSmart will move into the former Ralphs market next to Do-It Center. Look for the start of their tenant improvements where they will occupy 2/3 of the building and sub-lease the remaining 1/3. They recently appeared before the DAC to seek community support for their signage changes. The old Ford property permits have held up the start of development. At this point it appears nothing will start til early 2007. You've probably noticed that construction work has begun at the site of the proposed Home Depot in Sunland. Everyone I talk to is outraged. Home Depot has started digging up the foundation to pour a new one. The site should be declared a "Project" so the community can be certain all environmental and public safety concerns are addressed, especially for our neighbors immediately adjacent to the site and Apperson Elementary School. The change of use for the former Penske Auto Center is a further impact in that Home Depot says they'll just not use that area so they can avoid the "Project" review process that is required by our Foothill Blvd. Corridor Specific Plan. The piecemealing of these permits has DAC Chairman Victor Castro, the committee and community at-large urging our Councilmember's help as well as the entire City Council.

Earlier this year the STNC voted to participate with our neighboring neighborhood councils (Foothill Trails, Sun Valley Area and Pacoima) supporting the purchase of a License Plate Reader Camera for the Foothill Division. I'm happy to report that it was installed on November 16th and is already patrolling our streets.

What do you think neighborhood councils should look like in 5 years? As the commission travels throughout the City to hear stakeholders address this and many other questions about the neighborhood council system, I hope you will participate by either attending a meeting or sending in your comments via the web site, by mail or fax. Visit the newly designed web site at ncrcla.org for more information. Some of the points from our last meeting included: The strength of neighborhood council advice will be based on the level of consensus reached on an issue; people faithfully represent their community; power doesn't mean you have to have decision making power (or does it?); hold elected officials accountable; ease of participation. This is a small sample of points discussed. The next public hearings will take place on January 9 in the Harbor area and January 11 in West L.A. A survey to past and present board members will be distributed soon. Don't miss the opportunity to participate.

The next meeting of the STNC will be held on Wednesday, October 11th at Mt. Gleason Middle School with refreshments at 6:30 p.m. Meeting starts at 7 p.m. Please join us for updates on the STNC's recent activities as well as local land use and community improvement topics. At all our meetings, you have the opportunity to speak out. The Public Comment time is your opportunity to announce local community events or bring issues (within our jurisdiction) to the attention of the board, local residents and city department reps --- all in one place. If you'd rather not speak, your comments can be submitted in writing. Come to hear more about what's going on with Public Safety and Land Use and what's the latest regarding the proposed Home Depot? A big "thank you" to Verdugo Hills High School Football! I had the honor of "tossing the coin" at the Homecoming game last Friday. What a thrill to participate in this exciting "sold out" event in our community and meet so many great students, parents and players! And...congratulations to the "Dons" on winning the game!
Tujunga Watershed Meeting -- The workshop held on Monday, Oct. 9 at Bolton Hall was a great success. Thanks to Zack Freedman and Melanie Winter with The River Project for facilitating. Several neighbors including DAC and STNC Board members identified key sites in Sunland-Tujunga that need help. A synopsis will be prepared and sent to the STNC so we can later identify the most important projects and then work on getting the funding and work needed to complete them. Haines Canyon Channel Outlet Maintenance -- Los Angeles County Supervisor Michael Antonovich's office has notified us that this project is on hold pending coordination with work that needs to be done by the Angeles National Golf Course. Due to the environmentally sensitive area, the timing is critical. No work will be done in 2006.

The Foothill Blvd. Corridor Specifc Plan (FBCSP) Ordinance covers Foothill Blvd. from the 210 Freeway on the West to Lowell Ave. on the east. The Design Advisory Committee (DAC) of the STNC is the land use committee and consists of volunteer neighbors who give of their time and expertise to the committee's work. We often find that owners of properties in the FBCSP area are not aware of the ordinance and that it may affect them should they want to make improvements on their property including change of use, structural additions, signage, leasing to a tenant or ownership change. The STNC helps to bring more awareness of this important City ordinance to you. The FBCSP became effective October 27, 1995 along with the Design Guidelines and Standards Manual in effect as of February 22, 2001. If you would like a "free" copy of the Specific Plan, including the Design Guidelines, stop by the STNC office. It is also available on the STNC web site at http://www.stnc.org/dac.html
The DAC reviews most sites within the FBCSP area that the City submits to us. The DAC makes recommendations and takes an advisory vote in favor, opposition or no recommendation to plans submitted as well as recommending changes to plans.Your questions and involvement help in the implementation of the FBCSP. November 7, 2006 General Election - is fast approaching and sample ballots should be in the mail to you by Oct. 10th. City of Los Angeles Measures on this year's ballot are:

* Measure R Term Limits of Three Terms;
* City Lobbying, Campaign Finance and Ethics Laws.

Haines Canyon Channel Outlet Maintenance -- Los Angeles County Supervisor Michael Antonovich's office has notified us that this project is on hold pending coordination with work that needs to be done by the Angeles National Golf Course. Due to the environmentally sensitive area, the timing is critical. No work will be done in 2006.

The Foothill Blvd. Corridor Specifc Plan (FBCSP) Ordinance covers Foothill Blvd. from the 210 Freeway on the West to Lowell Ave. on the east. The Design Advisory Committee (DAC) of the STNC is the land use committee and consists of volunteer neighbors who give of their time and expertise to the committee's work. We often find that owners of properties in the FBCSP area are not aware of the ordinance and that it may affect them should they want to make improvements on their property including change of use, structural additions, signage, leasing to a tenant or ownership change. The STNC helps to bring more awareness of this important City ordinance to you. The FBCSP became effective October 27, 1995 along with the Design Guidelines and Standards Manual in effect as of February 22, 2001. If you would like a "free" copy of the Specific Plan, including the Design Guidelines, stop by the STNC office. It is also available on the STNC web site at http://www.stnc.org/dac.html
The DAC reviews most sites within the FBCSP area that the City submits to us. The DAC makes recommendations and takes an advisory vote in favor, opposition or no recommendation to plans submitted as well as recommending changes to plans.Your questions and involvement help in the implementation of the FBCSP. Check the STNC calendar for the next meeting. Volunteers Needed - The STNC is looking for volunteers to join the DAC. If you have interest, expertise and a willingness to participate, we need you. November 7, 2006 General Election - is fast approaching and sample ballots should be in the mail to you by Oct. 10th. City of Los Angeles Measures on this year's ballot are:
* Measure H - Affordable Housing General Obligation Bonds;
* Measure J Technical changes for Proposition F Regional Fire Station;
* Measure R Term Limits of Three Terms;
* City Lobbying, Campaign Finance and Ethics Laws.
If you have not registered to vote, you have until Oct. 23 to do so. Voter registration forms are available at the STNC office.
STNC Board Elections - It is that time of year again! The STNC Elections paperwork has been submitted to the Department of Neighborhood Empowerment (DONE) for review. This begins the 140 day countdown to STNC election day! Candidate applications will be ready in a few weeks and I encourage you to take a look at running for a board seat. All 21 board seats are up for election who represent all areas of our community. More details soon.
