Fire Near Power Plant I in San Francisquito Canyon Being Monitored Closely to Protect LA Power Supply
A fire broke out near the LADWP Power Plant 1 in San Francisquito Canyon at 3:28 p.m. today. Although no water or power service has been affected, LADWP is monitoring the situation vigilantly and will take appropriate action as needed to ensure water and power service is not interrupted.

The fire was first observed by a power plant station operator burning just north of the Power Plant 1 near San Francisquito Canyon Road. The Los Angeles County Fire Department, which has a camp nearby, responded to the fire.

LADWP officials said no water or power supplies have been affected at this time, though crews are monitoring the situation closely.

Memorial Day in Sunland Park

The Memorial Day commemoration was held today is Sunland Park. This event is sponsored by American Legion Post 377 in Tujunga.  There was a very nice turnout, perfect weather, lots of hugs, and even some tears.

City Attorney Statement on Passage of Prop D - Medical Marijuana Dispensaries

MEDICAL MARIJUANA: City Attorney Carmen Trutanich Issues Statement on Passage of Proposition D


On May 21, City of Los Angeles voters passed a ballot proposition to regulate and tax the number of medical marijuana dispensaries in the city.  City Attorney Carmen Trutanich issued the following statement on the passage of Proposition D:

"I’m gratified that the voters understood the important differences between yesterday's three marijuana ballot measures. They have spoken by enacting the only ordinance that provides both patient access to medical marijuana and responsible protections for neighborhoods. The voters have spoken, the courts have spoken, and we are not breaking new ground.

"We will begin the process of making all dispensaries in the city and owners of those properties, aware of the law.  We expect a high level of voluntary compliance and we will take steps to ensure that all dispensaries follow the law.  In the coming months, we nonetheless anticipate litigation -- both to close illegal shops and to defend the city’s new law."

Proposition D will limit the number of medical marijuana dispensaries operating within city limits to approximately 135 dispensaries.  It was written by the City Attorney’s Office and placed on the ballot by the City Council.  Under the law, dispensaries in business prior to 2007 that were registered with the city and have not ceased operations will be allowed to remain open.  In addition, these shops must be located at least 600 feet from any school, park or child care facility and pay a tax equivalent to six percent of their gross receipts.

Upcoming STNC Board Meeting Agenda items

The Executive Committee of the STNC sets the agenda for the STNC board.  This committee meets once a month to review items submitted by stakeholders, board members, city departments and city staff.   Below are a few of the items being considered:

- Clarifying the Factual Stakeholder definition for  neighborhood councils.

The California Environmental Quality Act (CEQA) document, an Initial Study/Mitigated Negative Declaration (IS/MND), for the Big Tujunga Reservoir Sediment Removal Project is available for review (along with other project information) at the website listed below.  The public review period ends on June 26, 2013.

Please let us know if you would like to be removed from the project’s mailing list or if you would like to add any of your organization’s members by responding to this email.

Land Use Committee Meeting - 5/20 @ 7pm

Factual Basis Stakeholder Survey

Currently Neighborhood Councils allow for a factual stakeholder to be elected to Neighborhood Council boards.  This issue will be considered by the Board of Neighborhood Commissioners on Monday, May 20 at 1:00 pm at City Hall, 200 N. Spring Street, Room 1060.  In order to give the NCs an opportunity to weigh in, the Board decided to postpone voting on the motion for two months.   The time is up.

Over the last two months, we've gotten a few NCs to pass resolutions weighing in on the issue.  (If your NC passed a resolution, please let me know so I can confirm receiving it.)  There have also been about 80 comments emailed to the Department.  But we'd like more feedback going into Monday's meeting.  So last week we opened up a survey to give another opportunity for folks to weigh in.  It's at https://www.surveymonkey.com/s/NCPlan_Stakeholder.  Or people can email the Department at NCPlan@EmpowerLA.org if they find it more convenient.

The Department of Neighborhood Empowerment is earnestly interested in more feedback.

Please ask folks to provide their input by the end of day this Sunday, so that staff has an opportunity to prepare the comments for Monday's Board meeting.

“Resolved, the Board of Neighborhood Commissioners recommends that sections of the city’s Administrative Code which touch upon neighborhood council stakeholders be amended as follows:
(1) remove the requirement that neighborhood councils provide governing board positions for factual basis stakeholders;
(2) allow each neighborhood council to determine the number, if any, of governing board seats that be allocated to factual basis stakeholders;
(3) remove the current definition of factual basis stakeholder; and
(4) allow each neighborhood council to adopt its own definition of factual basis stakeholder.”
