Exciting news! We formally launched LA’s first mobile application, MyLA311.
The MyLA311 mobile app is now available for FREE download on any smartphone on both the Apple and Google Play stores. This new app places city services in the palm of your hand. It makes it easy for citizens to report problems like potholes, fallen trees, graffiti, and eight other most reported nuisances. The app also allows users to pay their LADWP bill, follow City Hall News through YouTube, Twitter and Facebook, and easily find parking, police/fire stations, libraries, parks and more with the city information feature.

THE FUTURE OF VOLUNTEERING IN LOS ANGELES COMMUNITY REPORT
Mayor Antonio R. Villaraigosa, in partnership with Volunteer Los Angeles and the We Serve LA Service Advisory Cabinet, is pleased to invite you to attend the unveiling of "The Future of Volunteering in Los Angeles" Community Report. The event will be held as part of National Volunteer Week celebrations, from 10am-12pm on April 24, 2013, in the Tom Bradley Tower at Los Angeles City Hall.
The Office of the Mayor and Volunteer Los Angeles launched the "Future of Volunteering in Los Angeles" initiative during National Volunteer Week 2012 at a community forum engaging over 150 business, government and nonprofit leaders. Since that time a committee was formed to research trends and opportunities to build the volunteering movement in Los Angeles. On April 24 we will preview the results of this research project with a select group of service leaders from business, nonprofit, education and government sectors. Participants will have opportunity to learn more about the findings and discuss potential strategies to make Los Angeles a more vibrant community through the power of volunteering.

AGRICULTURE SECRETARY AND MAYOR VILLARAIGOSA HONOR URBAN FORESTRY LEADERS IN LA, APPLAUD MILLION TREES INITIATIVE

LOS ANGELES - Agriculture Secretary Tom Vilsack joined Los Angeles Mayor Antonio Villaraigosa today at an event celebrating the leadership and contributions of key partners in the mayor’s Million Trees LA initiative. Since Villaraigosa launched the initiative in 2006, more than 400,000 trees have been planted throughout Los Angeles.
“While urban forestry improves quality of life and contributes to a healthy environment, these efforts also create good jobs,” said Vilsack. “Here in California, urban forestry efforts generate billions in economic benefits each year – and thanks to the commitment of Mayor Villaraigosa and numerous partners, more than 1,000 young adults have had a chance to earn an income helping to plant hundreds of thousands of trees in the City of Los Angeles.”
Vilsack and Villaraigosa also noted the initiative’s special focus on education and technical support to strengthen urban forestry. The Million Trees initiative has established an urban forest curriculum for teachers and led to new youth leadership workshops focused on urban forestry. Additionally, in 2012, in partnership with the U.S. Forest Service, the Million Trees LA Initiative established the Los Angeles Urban Center for Natural Resources Sustainability, the first western research center focused on urban environment issues. The center is a prototype for future Forest Service research partnerships in urban forestry. Because of these successes, the U.S. Forest Service found MTLA was a top model in a national study of large municipal tree planting programs in 2010/2011.
“We have planted 400,000 trees at a rate six times that of the last two administrations and we don’t plan on slowing down,” said Mayor Villaraigosa. “The commitment and dedication shown by those present today has nurtured a program that is now a national model. The strong public-private partnerships established by Million Trees LA will ensure that we reach our goal of planting one million healthy trees in Los Angeles.”
In California, 94 percent of the people live in urban areas. Nationwide, there are more than 100 million acres of urban forest lands—an area the size of California. Research shows that people get tremendous benefits from caring for their neighborhood trees. Urban forestry in California supports more than 60,000 jobs, resulting in $3 billion in individual income. Urban forestry products and services add $3.6 billion in value to the state’s economy.
The Forest Service’s Urban and Community Forestry Program is active in some 7,500 communities across the United States.
During the event Vilsack and Villaraigosa presented Certificates of Appreciation to representatives of key nonprofit and corporate partner organizations. Those awarded include:
Lisa Sarno was appointed by Mayor Antonio Villaraigosa to manage Million Trees LA a year after the launch of the program. She has worked tirelessly to ensure that all segments of the city were included by enlisting the support of Los Angeles’s most prominent corporate and urban forestry nonprofit partners.
Sandy Macias has been the Forest Service’s urban and community forestry coordinator in California for the last 14 years. She has successfully built a network of urban forestry partnerships across the state.
Andy Lipkis the founder of TreePeople, has been instrumental in helping to transform the city of Los Angeles into a functioning ecosystem. He has pioneered water reclamation systems and retrofitted schoolyards into mini watersheds. He has included school children in his activities and capitalized on the opportunities to make it a learning event for all involved.
Mark Kenyon currently leads NorthEast Trees and has been at the helm for the past three years. Under his leadership hundreds of youth have been trained and employed in arboriculture with the assistance of U.S. Forest Service Recovery Act funds.
Bruce Saito has led the Los Angeles Conservation Corp for many years, where his focus has been to assist at-risk youth around the city. Los Angeles Conservation Corp used U.S. Forest Service Recovery Act funds to train and employ hundreds of youth in arboriculture as well as assist on the local National Forests.
Sharyn Romano is the founder and executive director of the Hollywood Los Angeles Beautification Team. This organization, born out of the 1992 Los Angeles riots, has grown from a neighborhood organization into a major partner in Los Angeles’s urban forest. They are well known for their work on creating healing gardens for disabled youth and for their partnership with the Million Trees LA Initiative to plant trees.
Johng Ho Song is the executive director of Koreatown Youth and Community Center, a nonprofit organization that serves the recently immigrated and economically disadvantaged youth and families of the multicultural Koreatown community. In partnership with the Million Trees LA Initiative, the center’s tree-planting crews install free street trees throughout Koreatown and central Los Angeles to help buffer the interface between automobile and pedestrian traffic. KYCC, working with youth, has planted over 6,000 street trees.
Pat Chebac-Reza is the founder and executive director for Fuego Tech Fire Rangers, a wildland firefighter program that prepares young people in Los Angeles to become future firefighters. Fuego Tech provides mentoring to help youth develop a strong work ethic, maintain a positive attitude and to be role models within their families and community.
Brian Parker heads the Home Depot Garden Centers in California, Nevada and Hawaii. For the past four years, Home Depot has been a key partner with the Million Trees LA Initiative to disburse and adopt out trees to private residential properties.
Scotts Miracle Gro’s Nadine Traboulsi, manager of regional marketing, and Rob Phillips, business development director, have supported the efforts of the Home Depot and Million Trees LA Initiative partnership. They augment each tree adoption with products to assist in the care of newly planted trees.
Sarah Shaw is the vice president of development and operations for JMB Realty Corporation. As a result of JMB’s long-term commitment, the Million Trees LA Initiative has been able to plant and sustain trees throughout the city’s neighborhoods with the lowest canopy cover.
Rica Orszag serves as the executive director for the Wasserman Foundation, the very first financial supporter for the Million Trees LA Initiative. Due to the direct support of the Wasserman Foundation, the Million Trees LA Initiative has been able to provide the necessary two years of initial watering of new trees. Their direct funding also allowed the initiative to support the hiring of youth through their nonprofit partners to maintain the trees.

LOS ANGELES – Mayor Villaraigosa delivered his eighth and final annual State of the City address at his alma mater, the University of California, Los Angeles. In the speech, Villaraigosa will challenge the 2013 mayoral candidates to commit to fight for education reform.
“It has been disheartening to see our mayoral candidates devote so little time to a serious discussion of how to deliver a quality education to all our children,” Mayor Villaraigosa will say. “Education reform can’t be a footnote on a campaign mailer or fodder for an attack ad. It is time for our candidates to present us with their comprehensive visions to make our schools shine.”
Villaraigosa has made education a top priority over the past eight years, even though the mayor of Los Angeles does not control the local school district as the mayors of New York, Chicago, and other cities do.
“We have a special responsibility to the city that has given us so much, and central to this duty must be a responsibility to do right by our children and their schools,” Villaraigosa will continue. “In the past eight years, we have made stride after stride in keeping faith with this basic covenant.”
Villaraigosa’s focus has led to results. Since 2005, the number of LA schools meeting the state standard of 800 on the Academic Performance Index test has more than doubled, the number of failing schools has dropped from one in three to one in ten, and the graduation rate has risen from less than 50 percent to almost two-thirds.
Villaraigosa’s speech also included a call to amend the California State Constitution to reduce the threshold from two-thirds to a majority of voters to approve new taxes for transportation infrastructure projects.
“Together, we passed Measure R and persuaded a partisan Congress to enact the bipartisan America Fast Forward. Now when cities like LA invest their hard-won local transportation dollars, they can get federal support to make those dollars go further, faster,” Villaraigosa will say. “We need to change the California Constitution and allow a majority of voters to approve new taxes for our roads, highways, and transportation infrastructure.”
Villaraigosa championed Measure J, an extension of Measure R that would have enabled LA to complete major transportation projects in 10 years rather than 30. Last November, Measure J garnered over 66 percent of the LA County vote, just shy of the two-thirds majority needed. The measure received over 69 percent of the vote in the City of Los Angeles.
Villaraigosa outlined how his administration took on the major challenges the city has faced since his election in 2005. The administration’s far-reaching efforts have made LA the safest it’s been since the 1950s, dramatically expanded the size of its rail network, reduced carbon emissions more than any other US city, and attracted new business even amidst the Great Recession.

MAYOR VILLARAIGOSA RELEASES STATEMENT REGARDING THE FAILURE OF U.S. SENATE TO PASS GUN BACKGROUND CHECK LEGISLATION

LOS ANGELES -- It is a sad testament to the state of affairs in Congress when the United States Senate votes down a critical measure that would have expanded background checks for gun sales. These are background checks that 90 percent of Americans support. These are common sense, responsible measures that our elected leaders had a moral obligation to pass.
This legislation was not perfect, but it was progress. This legislation would not have solved every senseless act of violence, but it could have saved lives.
Today, 46 members of the Senate demonstrated the reason why so many Americans have lost faith in their elected leaders. Too many in Washington are worried about their political safety. These leaders bow down to powerful special interests rather than listen to the people they've been elected to serve.
But today is by no means the end of this debate. Americans want change. And we will work together to reduce gun violence and to keep our children safe.
MAYOR VILLARAIGOSA ISSUES STATEMENT IN SUPPORT OF COMMUNITIES FOR LOS ANGELES STUDENT SUCCESS

“I applaud the launch of Communities for Los Angeles Student Success (CLASS), a broad-based coalition of civil rights, parent, and teacher organizations pushing to ensure that every child has access to a quality education. Central to improving our schools is the understanding that we are all stakeholders in the public education system and must be actively engaged in the cause.
I encourage district and labor leaders to consider the CLASS survey findings, which highlight urgent community priorities including: school-level control of decision-making with accountability for results; a multifaceted evaluation system for teachers and principals; and, partnerships with community organizations to provide additional support and enrichment services. For too long, education policy decisions have been made without the input of parents, students, and teachers. The CLASS coalition and its survey provide an opportunity to shift this dynamic and ensure these important stakeholders are embraced as partners in the work.”
MAYOR VILLARAIGOSA ISSUES STATEMENT REGARDING PRESIDENT OBAMA'S PROPOSED 2014 BUDGET

LOS ANGELES – Mayor Antonio Villaraigosa released the following statement in response to President Obama’s fiscal year 2014 budget proposal:
“The budget released today by President Obama holds true to our core responsibilities to grow a striving middle class and strengthen the economy through job creation. This is a plan to invest in the industries that continue to make this country great—manufacturing, clean energy, infrastructure and small business. It recognizes that in order to compete in a global economy, we need to provide workers with the skills and education they need to succeed.
This is a budget that accomplishes these things while reducing the deficit and putting our country on a solid fiscal foundation. We have an obligation to reign in our national debt. If we are to responsibly reduce the deficit, entitlement reform must be at the forefront of the solution. The cost of entitlements will only drive the national debt upward if we do not stop spending from spinning out of control. We can strengthen the economy and lay the foundation for long term middle class job growth by reigning in budget busting programs like Social Security and Medicare now.
With rising economic pressures and an economy still recovering from the recession, our national budget must encourage growth and be fiscally prudent. This plan is not a perfect deficit reduction plan, but it does represent a compromise where both sides of the aisle can find common ground. The longer we wait to make these tough decisions, the harder and more painful these decisions will be down the road."

The State Farm® Youth Advisory Board (YAB) service-learning grant applications are now available from March 1, 2013 until May 3, 2013.
The grants range from $25,000 - $100,000 and are designed to create sustainable change in local communities across the United States and Canada. Public K-12, charter, higher education institutions, and non-profit organizations are eligible if they are able to demonstrate how they plan to impact student achievement within the public K-12 curriculum. SPEAK UP SCHOLARSHIP FUND
Creating a legacy of confident, committed and engaged students for our community.
Speak Up Scholarship Fund
Youth Speak Collective is dedicated to providing youth with opportunities to become confident, committed, engaged citizens in their community. YSC achieves that through academic support, creative expression and youth development programs. In addition, to helping youth find these opportunities, YSC created the Speak Up Scholarship Fund in order to help YSC participants continue onto higher education as they graduate from high school and YSC programs. The Speak Up Scholarship Fund was created in the Spring of 2013 in order to meet some of the financial needs of graduating youth participants.
Scholarship Specifics:
The Speak Up Scholarship Fund will begin accepting applications April 1st, 2013 and close April 30th, 2013. All application submissions must be emailed to: speakupscholarship@youthspeakcollective.org There will be five scholarships awarded ranging in the amounts. Four $500 scholarships and one $1000 scholarship will be awarded in 2013.
Scholarship Eligibility Criteria
-Graduating participants from a Youth Speak Collective program with at least one school year prior involvement
-Enrolled into a 2-year, 4-year or trade school by Fall 2013
-Must have graduated from a YSC program within 1 year of applying to scholarship fund (Meaning, 1 year alumni can still apply to scholarship, in this specific case, class of 2012 graduates are welcome to apply.)
-AB540 and/or DACA students are welcome to apply
