Mayor Antonio Villargarosa Thursday sent a letter to City Council nominating Grayce Liu as permanent general manager of EmpowerLA.
In that job she supervises the operations, elections and finances of 95 Neighborhood Councils across the city.
She has been serving as interim general manager of what is also known as the Department of Neighborhood Empowerment (DONE) since the departure of BongHwan Kim who took a job in San Diego last summer.
The announcement was made by Stephen Box, DONE's acting senior project coordinator, to thunderous applause at Thursday's Valley Alliance of Neighborhood Councils meeting at Sherman Oaks Hospital.
Liu, of North Hollywood, had been backed for the post by the Alliance, which is made up of 34 Neighborhood Councils in the Valley. The Alliance is the largest organization of Neighborhood Councils in Los Angeles.
The appointment to the job, which paid Kim $143,466, needs to be approved by City Council.
Liu holds a Juris Doctor degree from Loyola Law School and a Bachelor of Arts from UC Santa Cruz. She had worked as the Senior Project Coordinator for DONE since November 2007.
Prior to her work for DONE, Liu served as co-chair of the Asian and Pacific Islander Domestic Violence Task Force and community program director for the Center for the Pacific Asian Family. She began her career as a lawyer, eventually beginning her own practice in 1998.
Outside of work, she keeps busy horseback riding, banjo picking and karaokeing.

Dear Honorable Members:
For your information, pursuant to Charter Section 508(b), I am appointing Ms. Grayce
Liu as Permanent General Manager of the Department of Neighborhood Empowerment (DONE), effective as of the date of your confirmation of the appointment, subject to the confirmation of the City Council.
Ms. Liu has been serving as the Interim General Manger for DONE since August, 2012.
Prior to that, she worked as the Senior Project Coordinator for DONE, overseeing
strategic planning and funding as a part of core management for the Department. She has been responsible for developing and executing policies and procedures affecting governance of over 95 Neighborhood Councils. She also oversees outreach and trains community stakeholders in civic participation principles.
Her leadership skills are strong. During her tenure as Interim General Manager, Ms. Liu oversaw the most successful elections in Neighborhood Council history, with notable increases in new voices elected (50.4%), in number of candidates (up 28.35%) and in stakeholder turnout (up 15.79%). There were fewer complaints than ever about the election process, and a general consensus that outreach was more effective. In addition, Ms. Liu has also instituted improvements in fiscal systems, and generally built strong positive relationships with the Neighborhood Councils as well as with City Departments, and the Offices of the Controller, the Chief Legislative Analyst (CLA) and the City Administrative Officer (CAO).
Prior to joining DONE, Ms. Liu was the Co-Chair for the Asian and Pacific Islander (API) Domestic Violence Task Force, where she raised awareness of domestic violence in API women and youth populations in the San Gabriel Valley. Ms. Liu also worked as the Community Program Director for the Center for the Pacific Asian Family. In that role, she oversaw strategic planning, budgeting, and execution for community outreach in eight Asian communities in the Los Angeles area.
Ms. Liu has a Juris Doctor from Loyola Law School and has been a member of the
State Bar of California since the Fall, 1995. She received her Bachelor of Arts in
Cultural Anthropology, Summa Cum Laude, from University of California, Santa Cruz.
In light of her qualifications, and her strong performance in the interim position, I am
confident that Ms. Liu will make an outstanding General Manager for DONE. I look
forward to your favorable consideration of her appointment.
