Los Angeles Will Be First Big Coal-Free City in U.S.

LOS ANGELES – Mayor Villaraigosa, Vice President Al Gore today celebrated historic actions taken this week by the Los Angeles Department of Water and Power (LADWP) that will eliminate Los Angeles’ reliance on coal power by no later than 2025. Getting off coal power will reduce LADWP carbon emissions by 59 percent and citywide emissions by 40 percent below 1990 levels.
“We have taken actions that will permanently kick Los Angeles’ addiction to coal,” said Mayor Villaraigosa. “Los Angeles is permanently retiring its demand for coal and clearing the path for a clean and sustainable future.”
A fact sheet on the announcement and a report on the Mayor’s Office’s energy and environmental progress are attached. Los Angeles has already reduced greenhouse gas emissions by more than 28 percent below 1990 levels, which is more than any other major U.S. city and four times what the Kyoto Protocol requires.
“Mayor Villaraigosa's decision to end Los Angeles' reliance on dirty coal and guide the city to a more sustainable future is a bold step on the path towards solving the climate crisis,” said Vice President Al Gore, Chairman of the Climate Reality Project. “This courageous action should serve as an example to leaders all across our country. We have the tools at hand, it's time to act.”
As the largest municipal-owned utility in the nation, Villaraigosa understood that the LADWP was uniquely positioned to lead in clean energy. Since Villaraigosa took office, the utility has quadrupled its use of energy from renewable sources, piloted the largest big city solar feed-in-tariff program, and doubled investments in energy efficiency. The utility is in the process of replacing 70 percent of its 100-year-old energy supply in just 15 years.
“Under Mayor Villaraigosa’s leadership, Los Angeles has become one of our greenest big cities,” said President Bill Clinton, Founder of the William J. Clinton Foundation and 42nd President of the United States. “I’m glad the Clinton Climate Initiative has been able to support his efforts. Los Angeles’ commitment to eliminate its use of coal power is a big step toward a new, clean energy economy.”
The LADWP currently receives 39 percent of its energy from two coal-fired power plants: the Navajo Generating Station (NGS) in Arizona and the Intermountain Power Project (IPP) in Utah. By 2025, that number will be zero.
"This historic announcement charts a clear path to the largest carbon-emissions reduction of any city in the nation: 60 percent below 1990 levels,” said Michael Brune Executive Director of the Sierra Club. “Through the LA Beyond Coal campaign, thousands of Angelenos from all walks of life have been calling for a transition from dirty coal to clean energy. A clean energy powered Los Angeles will show how much we stand to gain by leaving coal behind -- from creating good jobs to reducing the severity of climate disruption."
The LADWP’s Board of Water and Power Commissioners approved a definitive amendment to its contract with IPP, transforming the power supply to a much smaller natural gas plant. The smaller plant will allow the LADWP and other customers to develop more renewable energy and bring it to Southern California along existing transmission lines.
“Our efforts to create a clear path to ending our use of coal-fired power from the Intermountain Power Project are a major achievement for a complex arrangement involving 30 Utah public power utilities and six California municipal utilities who receive power from that project,” said Ronald O. Nichols, General Manager of the LADWP. “We are very pleased that we have made progress with Salt River Project to enable moving forward with the negotiation of the final agreements that would enable LADWP to fully divest of coal power from Navajo by the end of 2015. This will close a chapter on our reliance on coal-fired power in Los Angeles.”
The IPP transition will begin no later than 2020 and will be completed no later than 2025, two years before required by state law. The amendment is subject to approval by the Los Angeles City Council, will be considered by the other municipal purchasers, and is currently being ratified by the 23 Utah owners.
"Eliminating our reliance on coal is the biggest single thing the City of Los Angeles can do to cut global warming pollution," said Councilmember José Huizar. "As Chair of the City's Energy and Environment Committee, I look forward to reviewing this forward-thinking policy, as we set the stage for the City to lead the way in embracing clean, renewable energy sources."
The LADWP has also reached sufficient progress on the principle terms with Salt River Project to sell LADWP’s stake of the other plant, NGS. The two utilities can now move forward to negotiate a definitive agreement that will end LA’s use of coal-fired power from the plant by the end of 2015. If a final agreement can be reached and approved by each party’s governing bodies, this will end LA’s role in NGS more than four years earlier than mandated by California state law. The NGS agreement is expected to be fully approved by both parties later this year, with consideration by the Los Angeles City Council thereafter.
The Villaraigosa administration has focused on making Los Angeles a more sustainable city.
Since 2005, the Villaraigosa administration has:
• Synchronized every traffic signal in the city
• Increased recycling rates to over 75 percent
• Opened over 650 acres of parkland and launched the 50 Parks Initiative
• Reduced water use by 20 percent
• Passed the nation’s toughest green building standards
• Installed over 120 new miles of bikeways
• Made the LA River navigable; and
• Developed a forward-thinking Climate Adaptation Plan
By the time the Mayor leaves office, the administration will have:
• Replaced every traffic light in the City with an LED bulb
• Finished installing 140,000 LED streetlights
• Planted 400,000 trees; and
• Held seven CicLAvias

MAYOR VILLARAIGOSA ISSUES STATEMENT REGARDING AEG ANNOUNCEMENT

LOS ANGELES – Mayor Antonio Villaraigosa issued the following statement regarding AEG Chairman Phil Anschutz's decision to not sell the company:
"For the past three years, the City has expedited our process and lived up to our end of a deal to bring the NFL to Los Angeles and create a world-class convention center.
Now that AEG is no longer for sale and they have indicated that bringing an NFL team to LA remains a priority, I call on AEG to live up to its commitment by immediately sitting down with the NFL to reach an agreement.
However, the City will not wait for AEG, or any other party, to move ahead with the needed improvements to make our convention center a premier destination for meetings and conventions. Last year, we saw a record number of visitors come to Los Angeles and those visitors help drive our economy, fill our hotel rooms and take advantage of the numerous sports and entertainment options that we offer.
We will continue to pursue the important work of making Downtown LA a better place to work, live, visit and dine regardless of whether the NFL and AEG reach that agreement.
I am directing the CAO to provide me options within the next 30 days that provide a path forward to ensure that the convention center modernization project moves ahead no matter what."

STATE FARM YOUTH ADVISORY BOARD (YAB) SERVICE-LEARNING GRANT
The State Farm® Youth Advisory Board (YAB) service-learning grant applications are now available from March 1, 2013 until May 3, 2013.
The grants range from $25,000 - $100,000 and are designed to create sustainable change in local communities across the United States and Canada. Public K-12, charter, higher education institutions, and non-profit organizations are eligible if they are able to demonstrate how they plan to impact student achievement within the public K-12 curriculum. All applicants must have a youth contact and adult administrator, as the programs must be youth-driven and youth-led.
Each grant request must fall under one of these issue areas, chosen by the board itself:

FRIENDS OF THE FAMILY CHILD ADVOCATE VOLUNTEERS WANTED
You can impact the life of a child!
- Have you been looking for a way to bring more meaning into your life… a way to give back?
- Can you carve out a few hours each week to help vulnerable children in our community to feel more safe and stable? If you answered yes, then we have a great opportunity for you!
Friends of the Family is seeking volunteers for two of our most important community programs. We are looking for:
- compassionate, dedicated volunteers who recognize how one kindness can have a positive effect on a child;
- volunteers who are willing to devote time to the protection of children;
- volunteers who have a calling for community service and have open and loving hearts.
Here are the Volunteer Assignments available:
Volunteer Exchange Coach - Act as a coach to provide a friendly nurturing environment for children as they are transferred back and forth between custodial and non-custodial parents who have not yet established a good working parental relationship. Help the children to avoid experiencing bitter stressful interchanges between their parents as they share custody. Most exchanges take place in the evenings or on weekends at LAPD stations in Reseda and Mission Hills.
Family Visitation Coach – Provide support, coaching, and advocacy to families who are reunifying with their children and visiting with them on a weekly basis. Help the family to visit in a home-like atmosphere rather than in a sterile office space. Use your creativity to provide activities that engage the parents and children in natural interaction. Visits take place at Family Visitation Centers located at churches in Tarzana and San Fernando.
Volunteers will receive 24 hours of volunteer training during which they will learn program guidelines, safety protocol, the dynamics and effects of domestic and other family violence, issues of child safety, healthy communication techniques, resource referral and other important skills in order to support the children and families they are being entrusted to serve.
