Councilman Mitch Englander urges
Neighborhood Council leaders to take a position on the new draft of the
City of LA’s Mural Ordinance (CF 11-0923) and to engage the community in evaluating the Mural Ordinance from the perspective of their communities.
Councilman Englander addresses three issues in the Mural Ordinance that was approved by the City Council’s Planning & Land Use Committee. First, the ordinance applies criteria for the entire city with no local community sensitivity. Second, there is no mechanism that allows neighborhoods to opt-out. Finally, the ordinance allows for the grandfathering of existing murals but does not provide for the cataloging, creating a problem in the future when there will be no way to determine which murals are grandfathered.
The most important message in the Councilman’s letter to the City of LA’s Neighborhood Councils
is the call to action, the CM’s request that NCs take a position and
weigh in, whether it is by filing a Community Impact Statement or phone
calls, letters, and emails to respective City Council offices.
