In addition to welcoming comments from the public about equine issues in Los Angeles and hosting a presentation from the Los Angeles Equine Advisory Committee, the Arts, Parks, Health and Aging Committee will consider four motions recently authored by Councilmember Alarcón relating to equestrian opportunities in Los Angeles, including: 1) Promoting the City’s Horse Trails: Directs the Department of Recreation and Parks to work with other City agencies to create a map of equestrian areas in Los Angeles, to promote the use of City-owned parks and City-owned trails and to preserve and expand the City's existing trail system. (Motion 12-0307: Alarcón – Englander – Krekorian – Zine) 2) Improving Safety at Intersections and Crossings: Reviews dangerous intersections for horses and directs the City to create a plan to install at-grade road crossings at trail locations in order to enhance safety and avoid collisions between horses and vehicles. (Motion 12-0307-S1: Alarcón – Englander) 3) Expediting Permits for Barns: Establishes a faster review process for the installation and use of barns that house horses, to make it easier to build barns without unnecessary red tape. (Motion 12-03-07-S2: Alarcón – Englander) 4) Offer Discounts for Horse Licensing Fees: Instructs Animal Services to improve its registration website and to increase the number of registered horses in Los Angeles by offering a discount for multi-year registrations.
