DWP Committee Report

The DWP Advocacy Committee met on Sept. 4 with over 25 neighborhood councils represented. The following are some notes from the meeting.

1. Speak Out about DWP Reform at a meeting with City Council president Eric Garcetti and Councilwoman Jan Perry on Tuesday, September 7, 2010, 6-8 p.m. Mar Vista Recreation Center Auditorium, 11430 Woodbine St. Los Angeles, CA 90066. The focus is to discuss how to improve transparency and accountability at the DWP. The STNC supports a Ratepayers Advocate.

2. The recent Integrated Resources Plan (IRP) meeting was conducted by paid facilitators with six breakout groups. Most attendees had never heard of the IRP. The facilitators asked how much would you pay for renewable energy? This was a difficult question to answer without knowing the costs.

3. AB32 has Prop 23 to defer its implementation until unemployment is 5% or below. Does AB32 apply to the DWP ? If so, comments are that it will mean a 25% increase in DWP rates.

4. DWP Strategic Plan - Huron has been hired who's utility practice has been absorbed by PA Consulting. Corporate Management at Huron have not been able to recover since the defeat of Measure B.

5. The Rate Payers Advocate Term sheet was discussed with the committee voting unanimously to support and ask that all neighborhood councils agendize and support. It is important to get this on the Nov. 3 ballot.
