Car Wash @ Apperson & Foothill - Update




Proposal for a Drive-thru car wash at Foothill and Apperson was filed by the owner for expedited processing.

The owner's architect returned to the LUC to answer questions regarding the new plans.

Following are comments from the LUC meeting on June 3, 2013:

1. Suggestion to close off the Apperson access driveway but doing so would force all ingress and egress from Foothill and the plans show only egress from the existing east driveway.  Applicant's representative indicates the slope will be filled.
2. Grading and slope is extensive.  More steep than plans show.
3. Can the bus stop bench be improved to follow the FBCSP?
4. Would like to see the DOT report, especially regarding queing.
5. Onsite circulation - will the circulation for the drive thru car wash interfere with the circulation for the auto repair businesses that exist?
6. Screen roof
7. Exterior lighting should be directed downward
8. Outdoor screening of trash container areas
9. What will be the noise impacts for the drive-thru car wash and vacuum equipment
10. Hours of operation 7 a.m. to 8 p.m. each day.  Did not discuss hours of operation for the existing auto repair businesses.
11. 4% of the lot should be landscaped as well as 7% of the parking areas landscaped.  Section 5 of the Design Guidelines indicates the types of plants.  One shade tree for every four spaces. Plant trees in the Public Right of Way for every 30 ft.
12. Sign guidelines is in Section 9. A sign program is needed for the site and expected to come into compliance with the FBCSP, not use or grandfather the old signs.  This sign program for all existing auto repair and new drive-thru car wash use.
13. Car wash water will be recirculated as required by all new car wash tunnels of this type.  The city should look at existing and future run off of water for operation of the business and rain.
14.  No outdoor storage of autos at the front of the auto repair businesses.  This is how the operation is today.  Storage of autos to be to the rear of the property.
15. If CUP granted, should be for an initial limit of three years and return for review and evaluation of conditions at 3 years.
16. Use of all natural river rock.
17. Design of tunnel car wash is boxy along the Foothill frontage.  The arched windows of the tunnel and design to complement the site.
