The Court's tentative ruling announced at the start of the proceedings was to UPHOLD THE LOWER COURT'S RULING THAT INVALIDATED THE SECRET SIGN AGREEMENTS between LA and Clear Channel and CBS.  They went further to state that the lower court should have sought the removal of the permits (and signs) for the already 100+ digital signs erected under the terms of the settlement agreement.
